Proposes a constitutional amendment to remove the mandatory retirement age of seventy years for justices and judges.
Allows for and appropriates funds for the state department of defense Hawaii emergency management agency to assemble twenty-five civilian community teams to assist communities during emergencies and disasters and to hire a coordinator to help establish, train, and assist the teams.
Provides resident physicians and fellows participating in a graduate medical education program with the same incentives and protections as licensed physicians engaging in the health care peer review process.
Appropriates funds to the Department of Land and Natural Resources to procure, install, and operate a machine or system to clean trash out of the Ala Wai canal.
Enables patients and primary care providers to enter into direct primary care agreements to provide primary care services. Specifies that direct primary care agreements are not insurance and are not subject to the State's insurance code.
Exempts the sales of mobility enhancing equipment sold by prescription, prosthetic devices, prescription drugs sold pursuant to a prescription, diabetic supplies, medical oxygen, and human blood and its derivatives from the general excise tax for taxable years beginning after December 31, 2018. Amends the definitions of "prosthetic device" and "prescription drugs".
Prohibits the President of the University of Hawaii from serving concurrently as a campus chancellor.
Requires health care providers in the workers' compensation system who are authorized to prescribe opioids to adopt and maintain policies for informed consent to opioid therapy in circumstances that carry elevated risk of dependency. Establishes limits for concurrent opioid and benzodiazepine prescriptions. (CD1)
Requires the Hawaii Housing Finance and Development Corporation to institute proceedings to condemn the ground lease for the Front Street Apartments affordable housing project. Appropriates general funds for the appraisal and other preparations for the condemnation; provided that the County of Maui provides matching funds. Appropriates rental housing revolving funds to the Hawaii Housing Finance and Development Corporation for the expedited construction of the Leialii affordable housing project. (CD1)
Establishes a pilot program to generate revenue through the lease of public library lands to meet the mission of the public libraries. Establishes the library facilities fund. Requires the state librarian and board of education to report to the legislature. (CD1)
