Dedicates a minimum of twenty-five per cent of the State's operating budget each fiscal year beginning with the 2020-2021 fiscal year to the department of education for all K-12 education related expenses, including but not limited to payments for staff fringe benefits.
Establishes penalties for failure to comply with certain submerged land reclamation regulations. Adds requirements for presently reclaimed land to be disposed of by the Board of Land and Natural Resources, without recourse to public auction, to an abutting owner, by sale, or by lease. Provides requirements for the Board to lease state submerged lands and lands beneath tidal waters.
Appropriates funds to the commission on the thirteenth festival of pacific arts to plan for the thirteenth festival of pacific arts to be held in Honolulu from June 11 through 27, 2020.
Designates the Hawaii children's discovery center as the State of Hawaii Children's Museum.
Requires developers of condominium projects in the agricultural district to declare in their public report that the project plan was disclosed and that the developer offered to, or conducted, a presentation disclosing the project plan to the respective community association or neighborhood board at least sixty days prior to registration of the project.
Requires reimbursement for prescriptions issued pursuant to the our care, our choice act, regardless of the prescription drug coverage provisions of the patient's health insurance. Establishes penalties for pharmacies and pharmacists, or their agents, that refuse to honor prescriptions issued under the our care, our choice act.
Requires the department of transportation and the county transportation departments to adopt a vision zero policy that seeks to prevent and ultimately eliminate all traffic fatalities through a combination of engineering, enforcement, education, and emergency response strategies that focus on equity. Establishes a temporary working group to develop an action plan and review certain specified traffic policies and guidelines. Reports to legislature in 2020 and 2021. Appropriates funds.
Requires, on or before 9/1/2019, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems.
Allows discussions between members of the state legislature and one or more members of a board, under certain conditions and prohibits any contrary law or rule.
Requires full-service restaurants to disclose their non-participation in national advertising campaigns that offer a promotion or discount at its entrance or storefront.
