Includes objectives and policies and implementation guidelines for planning for the lei of green in the Hawaii State Planning Act. Appropriates funds for costs associated with researching, compiling, and submitting the status report on the lei of green policy, including (1.0) FTE temporary planner position within the Office of Planning. Prohibits a merchant in the State from adopting a warranty policy that requires a purchaser to pay an additional fee to obtain a repair, replacement, or refund for goods returned pursuant to the warranty. Defines "merchant in the State". (SD1)
Raises the minimum age requirement to enter into marriage from sixteen to eighteen years of age. Removes the parental consent and written approval by the family court requirements for a minor to marry. Requires, rather than permits, the family court to declare void the marriage contract on the ground that the parties, or either of them, had not attained the legal age of marriage at the time of the marriage. Removes spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Makes conforming amendments. (SD1)
Requires that if an application for pardon is not referred to the Director of Public Safety and the Hawaii Paroling Authority by the Governor, then the Governor shall provide public notice and a waiting period of fourteen days shall apply to the granting or refusing of the application for pardon. Expands access to medicaid home and community-based services to include individuals who require home care services more than twice weekly, do not have ready access to reliable transportation, and live thirty miles or more from the nearest hospital. (SD1)
Appropriates funds to establish one full-time equivalent position in the executive office on aging to coordinate the provision of public and private Alzheimer's disease and related dementia services and update the state plan on Alzheimer's disease and related dementias. (SD1)
Expands the pool of orthodontists who are eligible to perform medically necessary orthodontic services for treatment of certain orofacial anomalies covered by health insurance.
Establishes a Coastal Erosion Proactive Adaptation Plan Task Force, to be assisted by an Advisory Group, to develop a Coastal Erosion Proactive Adaptation Plan for streamlined and proactive shoreline permitting procedures that better mitigate impacts to Hawaii's coastal zone and lower the costs to public and private permit applicants. Appropriates funds to support the task force and establish one full-time equivalent (1.0 FTE) position in the Office of Planning to administer the coastal erosion proactive adaptation plan task force.
