Establishes the landlord-tenant courts.

Requires, on or before 9/1/2019, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems.

Requires the department of human services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program. Requires reports to the legislature. Takes effect upon approval by the Centers for Medicare and Medicaid Services.

Amends the definition of "physician", for purposes of health care peer review, to include physicians participating in nationally-recognized accredited graduate medical training programs that occur in a health care entity.

Enables patients and primary care providers to enter into direct primary care agreements to provide primary care services. Specifies that direct primary care agreements are not insurance and are not subject to the State's insurance code.

Bans, beginning January 1, 2020, the import for profit, sale, and offer for sale of any cosmetic in the State, if the final product or any component of the product was developed or manufactured using animal testing performed on or after January 1, 2020. Effective January 1, 2020.

Appropriates funds to the Department of Health for the aging and disability resource center. Effective 7/1/2050. (SD1)

Requires pharmacy benefit managers to notify contracting pharmacies of changes to maximum allowable costs for any drug, identified by its National Drug Code, fifteen days prior to the change. Requires pharmacy benefit managers to disclose where an equivalent drug can be obtained at or below the maximum allowable cost, when a maximum allowable cost appeal is upheld on appeal. Requires pharmacy benefit managers to: allow contracting pharmacies to reverse and rebill claims if the pharmacy benefit manager establishes a maximum allowable cost that is denied on appeal; and pay the difference to the contracting pharmacies. Permits contracting pharmacies to decline to dispense a drug if the reimbursement is less than the acquisition cost. Permits the insurance commissioner to revoke a pharmacy benefit manager's registration if the manager does not comply with state law. Requires the Department of Health to annually report to the legislature and any other state agency on appeals and disposition.

Extends various reporting deadlines and the sunset date of the cesspool conversion working group established pursuant to Act 132, Session Laws of Hawaii 2018. Extends the lapse dates for funds appropriated to conduct a comprehensive statewide study of sewage contamination in nearshore marine areas and for research and technical assistance necessary for completion of the comprehensive cesspool conversion plan. Aligns the salary of the Public Utilities Commission chair with the highest pay tier of the First Deputy Attorney General. Aligns the salary of the other Public Utilities Commission commissioners with the lowest pay tier of the First Deputy Attorney General. Effective 7/1/2050. (SD2)
