RELATING TO MEDICAID.

Requires insurers that contract with the Department of Human Services, to provide a medically complex add-on payment of 40 percent of the Medicaid base rate for medical enrollees in long-term care facilities with complex medical, behavioral, mental health, and cognitive needs who are waitlisted at an acute care hospital. Appropriates funds for medically complex add-on payments. (HB93 HD1)

RELATING TO CIVIL RELIEF FOR STATE MILITARY FORCES.

Conforms Chapter 657D, Hawaii Revised Statutes, concerning civil relief for state military forces to the federal Servicemember's Civil Relief Act. Waives filing fees and court costs for a service member or other person seeking to enforce rights pursuant to Chapter 657D. (HB1526 HD2)

RELATING TO BICYCLES.

Requires the driver of a vehicle overtaking a bicycle proceeding in the same direction to allow at least a three-foot separation between the right side of the driver's vehicle and the left side of the bicyclist. (HB191 HD1)

RELATING TO PUBLIC HOUSING.

Requires the Hawaii Public Housing Authority to establish trust accounts to provide matching funds to tenants who rent dwelling units. Specifies tenancy termination requirements. RELATING TO THE LOW-INCOME HOUSING TAX CREDIT.

Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Appropriates funds to establish one position in the Hawaii Housing Finance and Development Corporation to oversee the Low-Income Housing Tax Credit Program. (HB1335 HD1)

RELATING TO SEXUAL ASSAULT.

Provides certain rights to sexual assault survivors with regards to the testing of sexual assault evidence collection kits. Requires the Attorney General to provide the Legislature with an initial report prior to the 2018 Regular Session on law enforcement's progress to implement the guidelines for mandatory testing requirements. Thereafter, AG to provide the Legislature with annual reports of statistical data pertaining to the testing. (HB668 HD1)
