RELATING TO EDUCATION.

Creates and appropriates funds for Erin's Law Task Force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, and report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age appropriate curricula.

RELATING TO STATE AND COUNTY TORT LIABILITY.

Makes permanent an exemption from tort liability for the State and counties arising from lifeguard services, but not for gross negligence or wanton acts or omissions.

RELATING TO ETHICS.

Requires lobbyists and their clients to make monthly disclosures during any month the legislature is in session, and a report for June 1 through December 31. Adds required disclosures regarding lobbying events, contractual relationships with legislators, and campaign contributions. Requires the governor, lieutenant governor, and legislators to file their financial disclosures by January 31 after the beginning of the regular legislative session. Requires certain state employees to disclose contractual relationships with lobbyists and their clients. Amends the definition of "administrative action" to include granting or denying an application for a business- or development-related permit, license, or approval and the procurement of goods and services through contracts covered by the procurement code. Requires the state ethics commission to accept electronically filed documents.

RELATING TO CIVIL RELIEF FOR STATE MILITARY FORCES.

Conforms Chapter 657D, Hawaii Revised Statutes, concerning civil relief for state military forces to the federal Servicemember's Civil Relief Act. Waives filing fees and court costs for a service member or other person seeking to enforce rights pursuant to Chapter 657D. (HB1526 HD2)

RELATING TO THE AHA MOKU.

Clarifies that the Aha Moku Advisory Committee is placed within DLNR for administrative purposes only. Requires DLNR to provide budgetary and administrative support to the Committee. Allows the Special Land and Development Fund to be used for authorized expenses incurred by the Committee. Appropriates funds. (HB231 HD1)

RELATING TO CHAPTER 302D, HAWAII REVISED STATUTES.

Requires that the appropriation made to the Public Charter School Commission be apportioned to other authorizers. Requires that authorizers meet similar governance requirements as the Public Charter School Commission.

RELATING TO THE MORTGAGE INTEREST DEDUCTION.

Eliminates the mortgage interest deduction for second homes under the Hawaii Income Tax Law. Specifies that the revenue gain attributable to this measure be deposited into the Rental Housing Revolving Fund. Requires the Department of Budget and Finance, in consultation with the Department of Taxation, to submit reports on the administration of this measure to the Legislature prior to the 2018, 2019, 2020, 2021, and 2022 Regular Sessions.
