RELATING TO WORKFORCE DEVELOPMENT.

Establishes the state youthBuild Program to assist non-profit and public entities in applying and qualifying for federal YouthBuild Program grants. Authorizes the department of labor and industrial relations to award grants eligible non-profit or public entities to meet the matching funds requirement for federal YouthBuild grant awards. RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.

Requires Oahu regional system board approval to privatize, sell or change services at all Oahu regional health care system facilities. Amends the membership of the Hawaii Health Systems Corporation board. Requires the Oahu regional system board to create a 5-year sustainability plan in consultation with other government stakeholders and report to the Legislature. Creates a right of first refusal for the Director of Health, Governor's Coordinator on Homelessness, and Mayor of the City and County of Honolulu if the Hawaii Health Systems Corporation board fully or partially privatizes Leahi or Maluhia Hospital. Sunsets the Oahu regional health care system on 7/1/2024 and integrates it into the Hawaii Health Systems Corporation Board. (SD2)

RELATING TO HEALTH.

Establishes and amends provisions relating to the care of the elderly and disabled in state-licensed care facilities. Requires adult day care centers to be licensed or certified by the department of health. Expands the department of health's unannounced inspection authority to include adult day care centers and annual inspections. Establishes a task force within the department of health to examine issues related to caregiver facility compensation and late fees. Clarifies that the amendments made to sections 321-15.6(a) and 321-15.62(a), Hawaii Revised Statutes, by this Act shall supersede the amendments made to those sections by Act 184, Session Laws of Hawaii 2016. Effective 7/1/2050. (SD2)

RELATING TO VOTER REGISTRATION.

Establishes a process, beginning on January 1, 2020, for automatically preregistering or registering public school- and charter school-enrolled students who are at least 16 years old to vote. Effective 7/1/2030. (SD1)

RELATING TO INCREASING THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF PUBLIC LAND TRUST FUNDS.

Requires that all grants and contracts awarded by the Office of Hawaiian Affairs shall be subject to be individually approved by the board of trustees. Reduces the University of Hawaii's portion of receipts from the use, sale, lease, or other disposition of lands within the public land trust to be collected during each fiscal year to the amount equal to the University of Hawaii's receipts derived from tuition and special funds utilized for Native Hawaiian programs. Establishes a public land trust revenues negotiating committee to determine the increase to the annual amount of the income and proceeds from the public land trust that the Office of Hawaiian Affairs shall receive annually under the state constitution and other state law. Requires the Department of Budget and Finance to conduct a financial review of the amounts of revenue generated from the public land trust. Requires the Auditor to report to the Legislature on a comprehensive review of programs administered by the State that serve Hawaiians. Appropriates funds. Prohibits any increases proposed by the public land trust revenues negotiating committee that are not already approved for use by or appropriated to the Office of Hawaiian Affairs until the fiscal and comprehensive reviews required by this measure are completed and submitted to the Legislature. Requires procurement officers to complete past performance evaluations of contractors. Requires past performance to be considered in all sole source procurement and any competitive contracts that exceeds the small purchase threshold. Establishes an initial procurement working group that will evaluate and make recommendations to the legislature about the effectiveness of existing procurement methods.
