RELATING TO CARGO CARRIERS.

Authorizes the Public Utilities Commission to address any situation where the condition of a regulated water carrier of cargo may result in the disruption, reduction, or cessation of essential services. Amends the bases upon which the Public Utilities Commission may issue a certificate of public convenience and necessity to an applicant seeking authority to serve as a regulated water carrier. Authorizes the Department of Transportation to enter into contracts to provide subsidies to a regulated water carrier provided the carrier meets certain conditions. (SD1)

RELATING TO GOVERNMENT SERVICES RELATING TO THE LAW.

Provides that a law enforcement officer has a duty to intervene if the law enforcement officer reasonably believes that another law enforcement officer is using or is about to use unnecessary or excessive force on an arrestee. Requires the law enforcement officer to report the incident to the fellow law enforcement officer's supervisor. Requires relevant departments to submit annual reports to the Legislature. (SD1)

RELATING TO PUBLIC SAFETY.

Includes any count department of the prosecuting attorney in the definition of "law enforcement officer". Requires the law enforcement standards board to review and recommend policies regarding the use of force and receive and investigate complaints of a law enforcement officer's actions or omissions that may result in denial, suspension, or revocation of the officer's certification. Requires the board to adopt rules that establish criteria for denial, suspension, or revocation of a law enforcement officer's certification upon a finding that the officer violated written departmental policy or used unjustified force. RELATING TO TAXATION.
