RELATING TO PUBLIC SCHOOL LANDS.

Requires the attorney general of the State of Hawaii, on behalf of the Department of Education, to institute proceedings to acquire certain land owned by the Mililani Town Association by voluntary action or condemnation. Effective upon approval. (SD1)

RELATING TO CAMPAIGN FINANCE.

Prohibits foreign nationals and foreign corporations from making independent expenditures. Requires every corporation that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement. (SD2)

RELATING TO THE UNIFORM PROBATE CODE.

Requires a personal representative of a decedent appointed under the Uniform Probate Code to notify the police department of the appropriate county of any and all firearms in an estate. Requires the police department to certify that all registered firearms in an estate and other firearms of which the police department has been notified are properly transferred or disposed of before the estate may close. Takes effect 12/1/2020. (SD1)

RELATING TO DOMESTIC VIOLENCE.

Allows a narrow hearsay exception for non-testimonial statements made by domestic violence victims to certain government officials within 24 hours of an incident of domestic violence and prior to the arrest of the defendant, as long as the statement bears sufficient indicia of reliability. (SD2)

RELATING TO CHILD SUPPORT.

Requires the AG and DHS to convene a study group to examine the impacts, costs, and impediments of allowing child support payments to pass through to TANF recipients and submit a report to the legislature prior to the 2022 Regular Session. (SD2)

RELATING TO THE YOUTH VAPING EPIDEMIC.

Bans the sale of flavored tobacco products. Prohibits mislabeling of e-liquid products containing nicotine. Establishes fines and penalties for violations. Authorizes a court to impose, as a penalty on a person eighteen to twenty-one years of age who is convicted of possession of a tobacco product or electronic smoking device, the requirement to complete a tobacco education program, complete a tobacco use cessation program, or perform community service instead of paying a fine. Effective 9/1/2020. (SD2)

RELATING TO THE HAWAII CIVIL RIGHTS COMMISSION.

Clarifies the meaning of "program or activity receiving state financial assistance". Excludes cases within the scope of the Individuals with Disabilities Education Act from the jurisdiction of the Hawaii civil rights commission. (SD2)
