RELATING TO COMMUNITY CO-MANAGEMENT AGREEMENTS.

Authorizes the Department of Land and Natural Resources and community-based organizations to enter into community co-management agreements concerning state lands by direct negotiation without recourse to public auction. Authorizes the Department of Land and Natural Resources to dispose of state land through community co-management agreements. Establishes qualifications for community-based organizations that may enter into community co-management agreements. Effective 7/1/2050. (SD1)

RELATING TO LOCAL PURCHASING PREFERENCE.

Gradually requires that, by 2032, 30% of the natural landscaping materials purchased by certain departments be locally sourced, meaning 50% of the wholesale value is added by manufacture, processing, production, or harvesting in the State. Applies to the Department of Education, Department of Health, Department of Corrections and Rehabilitation, Department of Defense, Department of Accounting and General Services, and University of Hawaii System. Requires annual reports to the Legislature. Effective 1/1/2525. (SD1)

RELATING TO A TINY HOME GRANT PILOT PROGRAM.

Establishes a three-year Tiny Home Grant Pilot Program within the Hawaii Housing Finance and Development Corporation. Requires counties and nonprofit organizations that are awarded a grant to submit an annual report to the HHFDC. Requires a report to the Legislature. Appropriates funds and establishes a position. RELATING TO HOUSING.

Authorizes the Hawaii Housing Finance and Development Corporation to designate certain for-sale housing units as permanently affordable. Requires the HHFDC to adopt rules to implement the Housing for Locals Forever Program. Repeals certain requirements defining a qualified resident. Removes restrictions applicable to the transfer of certain real property developed and sold under chapter 201H, HRS. Effective 7/1/2050. (SD1)

RELATING TO MEDICAL CANNABIS.

Authorizes dispensaries to sell viable cannabis seeds to qualifying patients or their primary caregivers; provided that not more than 10 seeds per month may be purchased by, or on behalf of, the qualifying patient. Repeals existing statutory language that authorizes the Department of Law Enforcement to: (1) inspect a qualifying medical cannabis patient's medical records held by the health provider who issued a written certification for the qualifying patient; and (2) suspend or revoke a health provider's ability to issue written certification for medical cannabis if the provider refuses the foregoing inspection, or if the medical records do not comply with the medical use of cannabis law. Requires the Department of Health to adopt any necessary rules. Effective 1/30/2050. (SD1)

RELATING TO HEARING AIDS.

Exempts from the general excise tax, gross receipts from the sale of hearing aids received by a hospital, infirmary, medical clinic, health care facility, pharmacy, or a practitioner licensed to administer drugs to an individual. Effective 1/30/2050. Implementation effective 1/1/2027. (SD1)
