RELATING TO CANNABIS.

Beginning January 1, 2027, legalizes low-dose and low-potency cannabis for personal adult use by persons over the age of twenty-one, including cultivation of a certain quantity of plants at a private residence. Legalizes cannabis accessories. Requires the Office of Medical Cannabis Control and Regulation to adopt rules to effectuate the legalization of low-dose and low-potency cannabis. (SD1)

RELATING TO HOMELESSNESS.

Requires the Statewide Office on Homelessness and Housing Solutions to develop and implement a plan to reduce the State's total homeless population by at least twenty-five per cent by 1/1/2028, measured against the 2026 point-in-time count. Requires any funding request by the Office after fiscal year 2026-2027 to be based on the plan. Requires the appointment of the Coordinator on Homelessness to be subject to the advice and consent of the Senate. Appropriates funds to the Department of Human Services for the funding of the Homeless Outreach and Navigation for Unsheltered Persons Program under the Ohana Zones Program, and for the expenses of the Statewide Office on Homelessness and Housing Solutions. Appropriates funds to the University of Hawaii to conduct a survey on statewide homelessness. (SD1)

RELATING TO INVASIVE SPECIES.

Clarifies that the importation of any item or material infested or infected with an insect or other animal, disease, or pest is prohibited. Requires the Department of Agriculture and Biosecurity to adopt rules to designate certain restricted articles to require a compliance agreement prior to importation. Clarifies that the State is not responsible for any economic loss or damages related to any actions by the Department under chapter 150A, Hawaii Revised Statutes. Authorizes the Department to administratively inspect any article imported or moved into the State from the continental United States or between the islands of the State. Authorizes the Department to compel the quarantine of certain non-agricultural items or materials. Allows for certain interim rules adopted by the Department to be effective for up to two years. Clarifies penalties for various quarantine and import law violations. Appropriates funds to establish one full-time equivalent position within the Department to assist the Plant Industry Division Administrator in drafting, reviewing, and updating certain administrative rules. Effective 7/1/2050. (SD1)

RELATING TO DEPOSITS OF PUBLIC FUNDS.

Requires the Director of Finance to consider, before the selection of a depository for the state treasury, the beneficial effects to the State of using depositories within the State, including but not limited to lending at favorable terms for the creation of certain affordable housing units. RELATING TO STATE-OWNED HISTORIC PROPERTIES AND INHERITED LANDS.

Establishes the State-Owned Historic Properties Preservation Plan Working Group within the Department of Land and Natural Resources to ensure the preservation of state-owned historic properties and inherited lands. Requires reports to the Legislature. Effective 7/1/2050. (SD1)

RELATING TO PERSONAL INFORMATION.

Prohibits government entities from making personal information publicly accessible through a publicly accessible information system or publicly accessible source of information, except under certain conditions. Allows individuals who reasonably believe their personal information is publicly accessible through a government entity's publicly accessible information system or publicly accessible source of information to submit a written notice to the entity to require corrective action. Establishes a cause of action to compel compliance. Establishes statutory penalties for intentional noncompliance. Requires government entities to adopt and implement policies and procedures to prevent personal information from being publicly accessible. Requires government entities that own, license, maintain, use, collect, or possess personal information to implement and maintain certain reasonable security procedures and practices to protect the personal information. Requires government entities to provide notice to individuals in the case of a breach of a security system protecting personal information. Requires government entities to submit an annual report to the Legislature. Effective 1/1/2525. (SD1)

RELATING TO HEALTH.

Requires electronic smoking device and e-liquid manufacturers to certify to the Department of Attorney General annually that the manufacturer received a Marketing Granted Order from the federal Food and Drug Administration and that the manufacturer is in compliance with federal regulations and state laws. Requires the Department to compile and make public a directory of all electronic smoking device and e-liquid manufacturers and products duly certified. Establishes penalties for manufacturers that fail to comply with the certification requirements and for other parties that sell products that are not in the directory. Effective 1/30/2050. (SD1)

RELATING TO SEX-BASED DISCRIMINATION.

Clarifies and strengthens the State's protections against sex-based harassment, sex discrimination, and retaliation that occur in public schools, public charter schools, or at the University of Hawaii, including discrimination based on gender identity or expression, sexual orientation, pregnancy, and pregnancy-related conditions. Establishes procedures for investigations and decision-making. Requires mandatory reporting by certain employees. Requires the Department of the Attorney General to conduct a comprehensive legal review. Effective 7/1/2050. (SD1)

RELATING TO STATE FACILITIES.

Requires all state building construction begun on or after 7/1/2028 to provide at least one universal changing accommodation in each public restroom designated as a family or assisted-use restroom, unless technically infeasible. Effective 1/1/2525. (SD1)

RELATING TO GUBERNATORIAL APPOINTMENTS.

Requires any person in a position that is not subject to the civil service law to obtain the advice and consent of the senate if the person is appointed by the governor to serve in the executive branch or is appointed pursuant to section 346-381.5, HRS. Requires persons currently serving in positions made subject to the advice and consent of the Senate by this Act to obtain the advice and consent of the Senate during the Regular Session of 2027 unless the appointee was subject to the advice and consent of the Senate. Effective 1/1/2525. (SD1)
