Requires persons who manufacture, sell, offer for sale, lease, or distribute a product that makes content accessible on the internet to include digital blocking capability that renders pornographic material inaccessible. Allows consumers to disable the blocking capability if the consumer fulfils certain requirements, including payment of a digital access fee that is deposited into the human trafficking victim services fund. Requires persons who manufacture, sell, offer for sale, lease, or distribute a product that makes content accessible on the internet to establish and maintain a reporting system for content that is improperly blocked and pornographic content that the blocking capability fails to block. Establishes the offense of failure to include digital pornography blocking capability.

Requires the department of health to examine into all feral bird and pigeon nuisance complaints and requires the department to order the owner to abate, destroy, remove, or prevent the nuisance and clean the filth resulting from a feral bird or pigeon nuisance. Defines "feral bird or pigeon nuisance".
Appropriates funds to improve the health care services related to cardiac care at Kona community hospital, including the construction of a hybrid catheterization lab and operating room and funding of cardiology staff positions to alleviate the lack of care.
Establishes the cesspool compliance grant program for low and moderate income cesspool owners to mitigate the costs of upgrading to septic or other advanced treatment systems or connecting to sewers. Provides funds for grants by requiring the director of health to propose cesspool operating fees by rule by June 30, 2020. Authorizes the department to order cesspools to be upgraded, converted, or connected to sewerage systems by July 1, 2028, in specific areas that are needed for protecting public health and the environment. Requires the director to establish a program on nonpoint source pollution and cesspool outreach and assistance. Appropriates funds.
Requires franchisees to disclose their non-participation in advertising campaigns of the franchisor in which discounts or promotions are offered. Prohibit franchisors from limiting or restricting the disclosures.
Prohibits the establishment of a condominium property regime without obtaining subdivision approval by the county in which the property is located.
Requires all employees who handle food while employed by a food establishment to complete instruction furnished by the department of health on safe food handling. Specifies contents of required instruction.
Requires the court to expunge a domestic abuse temporary restraining order or petition for a domestic abuse temporary restraining order from the respondent's record when the temporary restraining order was sought fraudulently or for the purpose of retaliation or harassment.
Allows taxpayers a twenty-five per cent income tax deduction for amounts received as rent from recipients of the housing choice voucher program.
