Appropriates funds for staff positions and various services to support the Hawaii zero to three court. (HB581 HD1)
Reduces mortgage loan servicer licensing fees and relicensing fees for nonprofit organizations. Exempts nonprofit organizations and their employees, who are already exempt from licensure and registration as mortgage loan originators, from regulation as mortgage loan servicers. Authorizes Department of Human Services to negotiate reimbursement rate for case managers providing services to Medicaid patients. Specifies the percentage by which these reimbursement rates are to be increased.
Authorizes counties that have established a surcharge on state tax prior to 7/1/2015 to extend the surcharge in perpetuity. Authorizes counties that have not established a surcharge by 7/1/2017 to establish a surcharge on state tax. Provides that the State shall retain an unspecified portion of surcharge proceeds for DOT. Requires a county's share of the county surcharge on state tax to be paid to the county on a monthly basis.
Requires DOH to develop guidelines for the mandatory disclosure of cesspools on real property.
Appropriates funds for the P4C Program of the University of Hawaii Uehiro Academy for Philosophy and Ethics in Education and for teachers of the Department of Education to train with the P4C Program.
