Simplifies the process for filing of tariffs by common carriers by motor vehicle and contract carriers by motor vehicle with the public utilities commission. Requires every contract carrier by motor vehicle to publish the tariff for public inspection. Amends the definition of "rates" to only include the transportation component of an agreement with a tour packager or event organizer when transportation is included in that agreement. Repeals existing provisions relating to tariff filing by common carriers by motor vehicles and contract carriers by motor vehicles.
Authorizes general obligation bonds and appropriates funds to the Department of Agriculture for the decommissioning and relocation of the animal quarantine station in Halawa Valley. (HB167 HD1)
Prohibits any county from disqualifying a legal nonconforming dwelling unit from the Housing Choice Voucher Program if the unit meets zoning and building code requirements and other program standards such as health and safety standards. (HB82 HD1)

Authorizes a county that has established a county surcharge on state tax for a limited time period, with the surcharge to be effective until 12/31/2057, if adopted. Requires counties that have not established a surcharge to adopt an ordinance to establish a surcharge prior to 7/1/2018. Requires counties with a population greater than five hundred thousand that have adopted a county surcharge to have the appropriate mass transit agency to report to the Legislature. Provides that the State shall retain an unspecified portion of surcharge. Directs the head of each state department or agency to convey title of all disputed highways the respective county. Requires each county to take ownership and jurisdiction over all roads over which there is a dispute over ownership between the State or any of its political subdivisions and a private party. Requires a general excise tax license to be conspicuously displayed within any vehicle being driven by a taxicab driver or transportation network company driver. Provides penalties. Requires a taxicab driver or transportation network company driver to report their issued tax identification number to the Department of Taxation, to be compiled in a list and updated on a semi-annual basis.
