RELATING TO MOTOR VEHICLES.

Prohibits vehicle lessors from renting, leasing, or offering for rent or lease, vehicles subject to a manufacturer's recall, until appropriate repairs are made. Defines peer-to-peer vehicle sharing related terms. Requires persons engaging in peer-to-peer vehicle sharing organization business to register with the director of taxation. Requires all vehicles rented or leased by peer-to-peer vehicle sharing organizations to carry minimum liability insurance coverage. Effective 7/1/2050. (SD1)

RELATING TO INCREASING THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF PUBLIC LAND TRUST FUNDS.

Requires that all grants and contracts awarded by the Office of Hawaiian Affairs shall be subject to be individually approved by the board of trustees. Reduces the University of Hawaii's portion of receipts from the use, sale, lease, or other disposition of lands within the public land trust to be collected during each fiscal year to the amount equal to the University of Hawaii's receipts derived from tuition and special funds utilized for Native Hawaiian programs. Establishes a public land trust revenues negotiating committee to determine the increase to the annual amount of the income and proceeds from the public land trust that the Office of Hawaiian Affairs shall receive annually under the state constitution and other state law. Requires the Department of Budget and Finance to conduct a financial review of the amounts of revenue generated from the public land trust. Requires the Auditor to report to the Legislature on a comprehensive review of programs administered by the State that serve Hawaiians. Appropriates funds. Prohibits any increases proposed by the public land trust revenues negotiating committee that are not already approved for use by or appropriated to the Office of Hawaiian Affairs until the fiscal and comprehensive reviews required by this measure are completed and submitted to the Legislature. RELATING TO DERELICT VEHICLES.

Requires, as a prerequisite for a vehicle to be deemed derelict, that the removal of a part must render the vehicle inoperable. Includes vehicles valued at less than $1,000 in the list of derelict vehicles that may be removed by a county or Hawaii Public Housing Authority. Effective 1/28/2081. (SD1)

RELATING TO TRANSPORTATION NETWORK COMPANIES.

Establishes rules, regulations, and permitting procedures for transportation network companies operating in the State. Makes permanent insurance requirements for transportation network companies and transportation network drivers. Appropriates funds. (SD1)

RELATING TO ELECTRIC FOOT SCOOTERS.

Establishes a framework for the Department of Transportation and the counties to regulate electric foot scooters. Amends definitions of moped to exclude electric foot scooters. Prohibits use of electric foot scooters to individuals under the age of fifteen. Effective 7/1/2050. (SD2)

RELATING TO CREATIVE MEDIA.

Requires the University of Hawaii, West Oahu campus, to offer a Bachelor of Arts degree in creative media by the start of the 2020 spring semester. Repeals the annual $35,000,000 rolling cap and extends the repeal date for the motion picture, digital media, and film production income tax credit; provided that title to a certain parcel of University of Hawaii, West Oahu campus land is successfully transferred to the Hawaii Technology Development Corporation. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO RENEWABLE ENERGY.

Broadens the definition of "renewable energy" as used in the public utilities commission law to include other self-replenishing non-fossil fuel, non-nuclear resources. Amends the renewable energy technologies income tax credit by, among other things, including commercial seawater air conditioning systems. Takes effect on 7/1/2050. (SD1)
