RELATING TO GIFT CERTIFICATES.

Requires a certificate issuer to redeem the remaining value of a gift certificate for cash if the gift certificate has a balance of less than $5. Takes effect 1/1/2020. (SD1)

RELATING TO CONTRACTING FOR PUBLIC FACILITIES.

Requires all public agencies to identify and evaluate vehicle fleet energy efficiency programs to be implemented using vehicle fleet performance contracts, whereby the agencies may contract for the provision of vehicles or associated capital investments in charging or fueling infrastructure and apply vehicle fleet operational and fuel cost savings toward the cost. Amends the definition of "energy performance contract" to include the provision of electric vehicle charging infrastructure for a portion of avoided vehicle maintenance or fuel costs pursuant to a vehicle fleet energy efficiency program. RELATING TO TRANSPORTATION.

Requires DOT and county transportation departments to adopt Vision Zero policies to prevent and eliminate traffic fatalities. Requires the State Highway Safety Council, in consultation with the counties, to review traffic policies and recommendations to prevent traffic fatalities, develop an action plan, and report to the Legislature. RELATING TO PUBLIC SAFETY.

Appropriates funds for the immediate needs of Maui Community Correctional Center. Exempts the funds appropriated for the immediate needs of Maui Community Correctional Center from the procurement code. Appropriates funds for six months of housing costs for two hundred forty-eight inmates at Saguaro Correctional Center in Arizona and for costs to return the inmates to Hawaii. (HB456 CD1)
