RELATING TO PROCUREMENT FOR THE UNIVERSITY OF HAWAII.

RELATING TO EARLY LEARNING.

RELATING TO TEACHER RETENTION.

Establishes a teacher retention advisory board within the Department of Education for administrative purposes to study and make recommendations regarding teacher retention and recruitment in the State. Requires the advisory board to design a teacher mentorship pilot program to be administered by the Department of Education during the 2019-2020, 2020-2021, and 2021-2022 school years. Requires the Department of Education to conduct detailed exit interviews with teachers who voluntarily leave the employ of the department. Requires annual reports to the legislature. (HB650 HD1)

RELATING TO BULLYING.

Requires the Department of Education to establish a Bullying Prevention and Response Action Plan. Requires the Board of Education or Department of Education to submit an annual report to the Legislature on the Action Plan and reported incidents of alleged bullying and harassment.

RELATING TO THE GENERAL EXCISE TAX.

Directs specified percentages of the general excise tax revenues to the Department of Education to augment its capacity and infrastructure and to the Department of Transportation to protect the state highway system from the threat of inundation and damage caused by climate change.

RELATING TO FIREWORKS.

Prohibits any person from setting off, igniting, discharging, or otherwise causing to explode any fireworks or articles pyrotechnic from any public way without a permit. Imposes penalties. Provides a person who causes property damage or bodily injury due to the unlawful use of fireworks or articles pyrotechnic shall be responsible for damages and compensation. (HB1097 HD1)

RELATING TO TRANSIT-ORIENTED DEVELOPMENT ZONES.

Authorizes the Hawaii Housing Finance and Development Corporation (HHFDC), at the request of the Hawaii Community Development Authority (HCDA), to establish and operate transit-oriented development infrastructure improvement zone subaccounts within the dwelling unit revolving fund for the benefit of infrastructure improvement projects within a transit-oriented development infrastructure improvement zone. Requires HCDA to develop a transit-oriented development infrastructure improvement zone program to foster infrastructure development by strategically investing in public facilities. Requires the executive director of HHFDC in collaboration with the executive director of HCDA and Hawaii interagency council for transit-oriented development to conduct a study examining the current infrastructure of a transit-oriented development infrastructure improvement zone and the requirements necessary to upgrade the infrastructure to facilitate future transit-oriented development. Appropriates funds to HCDA for staff necessary to develop and manage the transit-oriented development infrastructure improvement zone program.
