Requires renewal of driver's licenses every four years, rather than every two years, for licensees who are seventy-two years of age or older.
Repeals the requirement for special inspection and certification of reconstructed vehicles prior to operation upon a public highway.
Establishes property owner liability for illegal aerial devices possessed or set off on their property by others. Allows probable cause for fireworks offenses to be established from statements from witnesses and photographs, video, or other recordings authenticated by witnesses. Allows probable cause for fireworks offenses to be established from anonymous recordings made using an unmanned aerial vehicle.
Prohibits any person from setting off, igniting, discharging, or otherwise causing to explode any fireworks or articles pyrotechnic from any public way without a permit. Imposes penalties. Provides a person who causes property damage or bodily injury due to the unlawful use of fireworks or articles pyrotechnic shall be responsible for damages and compensation. (HB1097 HD1)
Allows authorized emergency vehicles, including fire department vehicles, discretion to use either authorized audible or visual signals when responding to an emergency. Requires vehicles to yield to an authorized emergency vehicle using either an audible or visual signal.
Establishes the Teacher Home Assistance Program to be administered by the Hawaii Housing Finance and Development Corporation to provide housing vouchers to certain teachers who are employed by the Department of Education and commit to teach at hard-to-fill schools and charter schools for no less than five years.
Directs the DOH to perform a study to develop a pilot program to provide state-provided financial support to individuals pursuing a doctor of medicine degree in exchange for a commitment to practice medicine in Hawaii after they graduate. (HB1089 HD1)
Requires, as a prerequisite for a vehicle to be deemed derelict, that the removal of a part must render the vehicle inoperable.
