Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War. Requires the Department of Labor and Industrial Relations to issue an order of wage payment violation to employers in violation of the State's Wages and Hour Law. Establishes penalties, enforcement, and appeal procedures related to orders of payment violations. Amends the definition of "wage" under the State's Wage and Hour Law to clarify that it means compensation for labor or services rendered by an employee regardless of how it is calculated.
Establishes provisions governing any person who receives compensation for advising, assisting, or consulting another person with veterans benefits. Effective 7/1/2077. (SD1)
Requires the Agribusiness Development Corporation to develop a succession planning education program to educate and assist farmers and ranchers in the process of transitioning agricultural businesses to new owners. Requires the program to connect individuals interested in entering farming or ranching, or existing farmers or ranchers interested in expanding their business, with farmers and ranchers who have not yet identified a successor owner. Appropriates funds.
Expands the circumstances where the Department of Labor and Industrial Relations may waive the requirements for individuals to register to work and report to an employment office to be eligible for unemployment benefits. Authorize the Department to allow individuals to report to a location other than an employment office or other location approved pursuant to its rules. Beginning 4/1/2027, requires notices of determinations and documentation relating to appeals to be sent electronically, unless the election for mail is made. Allows an individual to change an elected withholding status more than once during a benefit year. Amends the statutory definition of "registered for work" or "registration for work". Repeals the requirement for individuals to post their work availability online to be eligible for unemployment benefits. Repeals the statutory provision for joint experience rating. Establishes a Universal Representation in Immigration Proceedings Program within the Department of Labor and Industrial Relations Office of Community Services to provide access to legal representation, under certain conditions. Requires annual reports to the Legislature. Appropriates funds.

Establish certain minimum registered nurse-to-patient ratios for hospitals. Establishes a process to obtain a variance from the minimum registered nurse staffing standards. Requires hospitals to establish hospital registered nurse staffing committees by 9/1/2025 to develop and adopt registered nurse staffing plans. Requires the staffing committees to submit a charter to the Department of Labor and Industrial Relations. Beginning 7/1/2026, requires hospitals to submit their registered nurse staffing plan on an annual basis, and implement the staffing plan. Establishes a complaint and appeals process and penalties. Appropriates funds.
