Establishes the crime of criminal trespass on agricultural land. Prohibits persons being prosecuted for or convicted of the crime of criminal trespass on agricultural land from owning, possessing, or controlling a firearm or ammunition.

Renames the Board of Agriculture to the "Board of Agriculture and Biosecurity" and amends the composition of the Board. Part IV: Authorizes and specifies conditions under which the Department may declare a biosecurity emergency, during which the Department and Governor may take certain actions to prevent the establishment or spread of pests and prohibited or restricted organisms. Authorizes the Chairperson of the Board to quarantine an area under certain conditions. Broadens the objectives and general actions of the Biosecurity Program. Part V: Requires the Department to establish and regularly update an invasive species dashboard. Authorizes pest management plans to address, contain, or eradicate pests. Establishes the Parkinson's Disease Research Collection Database to be administered by the Department of Health, to house a collection of data on the incidence of Parkinson's disease in the State. Establishes the Parkinson's Disease Research Collection Database Advisory Committee. Requires the Department to create a Parkinson's disease research collection database webpage by 1/1/2026, and submit annual reports to the Legislature.
Requires an owner or operator of an underground storage tank or tank system with a confirmed release to meet certain standards for the restoration of the environment. Establishes a rebuttable presumption that any detection of these contaminants in the vicinity of an underground storage tank or a tank system after a confirmed release is a result of the confirmed release. Clarifies that the monthly needs allowance afforded to individuals living in certain long-term care facilities is not intended to replace or affect funds received as a state supplemental payment for domiciliary care and shall be supplemental to any funds provided to a recipient as a state supplemental payment for domiciliary care.
