Authorizes the Hawaiʻi Emergency Management Agency to acquire any real, personal, or mixed property for immediate or future use; own, hold, improve, rehabilitate, sell, assign, exchange, transfer, convey, lease, or dispose of any real, personal, or mixed property acquired; and acquire by condemnation real property for immediate or future use. Amends the definition of "public lands" to exclude non-ceded lands to which the Hawaiʻi Emergency Management Agency holds title. Effective 6/30/3000. (HD1)

Specifies, in the State Water Code, that fire safety use is a beneficial use of fresh water. Requires the Department of Land and Natural Resources, in consultation with the Hawaiʻi Emergency Management Agency, to cooperate with the counties and reservoir owners to develop protocols and agreements for the use of reservoir waters for fire safety purposes.
Amends the vehicle weight tax exemption for noncommercial vehicles by adding an exemption for certain veterans. Takes effect 7/1/2050. (SD2)
Establishes a list of substances allowed for use as pesticides and fertilizers on state and county property. Provides that the use of substances not specifically allowed as pesticides and fertilizers on state property and county property is prohibited, unless certain exceptions, a waiver, or exemption apply. Requires a state department or agency seeking a waiver to apply to the department of agriculture.
Prohibits a county from enacting a development policy, standard, or condition that would have the effect of changing the land use designation or zoning of a parcel or parcels of property to a less intensive use or reducing the intensity of land use within an existing zoning district below what was allowed under the general plan or specific land use designation and zoning ordinances of the county in effect on January 1, 2023.
Authorizes the counties to promote certain labor standards through zoning ordinances. Includes off-site construction of a public work project for purposes of the State's prevailing wage requirements. Allows certain affordable rental housing projects to receive a waiver of county property taxes and various county development fees. Requires that all orders from the governor to set aside public lands for the development of affordable housing projects contain a provision that the construction of the development be subject to the State's prevailing wage requirements. Amends the limit on the type of costs eligible for exemption from the general excise tax for development of affordable rental housing approved or certified by the Hawaiʻi Housing Finance and Development Corporation. Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale in perpetuity to buyers who are residents of the State, are owner-occupants, and do not own any other real property. Requires each county to submit a report on its inclusionary zoning requirements to the Legislature every year until the Regular Session of 2028. Effective 3/22/2075. (SD1)
Allows for a percentage of general excise and fuel taxes generated by the counties to be used for maintenance of private roadways that are open to the public.
Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to reduce all organic waste produced within the county by facilities generating more than a specified amount of organic waste per year in alignment with established state benchmarks. Appropriates funds.
Establishes a Surplus Military Land Task Force within the Office of Planning and Sustainable Development to plan for the remediation and restoration of lands currently under federal control that are anticipated to be returned to the State, consider potential alternative uses, and identify any lands that should continue under federal control for the next ten years.
