RELATING TO INCOME.

Requires the Department of Labor and Industrial Relations to submit an annual report on the enforcement of the wage and hour law in the State to the Legislature. Requires the Director of Labor and Industrial Relations to establish: (1) investigation standards that protect the identity of an employee who files a complaint with the Wage Standards Division to report any wage and hour violations by their employer; and (2) an education program for employees and employers on federal and state wage and hour laws, including tip credit and prohibitions against employer retaliation. RELATING TO TAXATION.

Temporarily reinstates the technology infrastructure renovation tax credit. Expands the definition of "technology-enabled infrastructure" to include data servers. Requires a report from the department of taxation analyzing the tax implications for specified exemptions and exclusions from chapters 237 and 238, HRS. Effective 6/30/3000. (HD1)

RELATING TO TELECOMMUNICATION.

Requires the comptroller to identify state office buildings that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings. Requires a report to the legislature. Effective 6/30/3000. (HD1)

RELATING TO TELEHEALTH.

Temporarily allows for the reimbursement of services provided through telehealth via an interactive telecommunications system and two-way, real-time audio-only communications in certain circumstances. Defines "interactive telecommunications system". Effective 12/31/2050. Repeals 12/31/2025. (SD2)

RELATING TO FIREWORKS.

Establishes the Shipping Container Inspection Program and shipping container inspection program special fund. Amends the definitions of "aerial devices" and "fireworks" within state fireworks law. Requires reports to the Legislature on implementation of the Shipping Container Inspection Program. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO THE HAWAII CORRECTIONAL SYSTEM OVERSIGHT COMMISSION.

Requires the Hawaiʻi Correctional System Oversight Commission to review and recommend amendments to the Department of Public Safety's operating budget request and any capital improvement project appropriation requests prior to each legislative session. Requires the Commission to inform the Legislature if its recommendations were not accepted. Requires the Commission to advise the Governor as to whether the Department of Public Safety's expenditure plan serves to fulfil the goal of the correctional system's transition to a rehabilitative and therapeutic model. Takes effect 1/1/2050. (SD1)

RELATING TO SOLAR ENERGY.

Permits the governing body of a county to create, by ordinance, a process for the recordation and enforcement of solar easements. Allows counties to require individuals claiming a solar easement to record that easement by filing a declaration with the county clerk. Permits the governing body of a county to require, by ordinance, the trimming of vegetation that blocks solar radiation from solar energy devices. Authorizes the ordinance to include a designation for the cost of trimming.
