Requires landlords to change or rekey all locks to a residential property before the tenant's date of initial occupancy for any lease period of six months or longer. Provides a grace period of thirty days after the tenant's date of initial occupancy.

Prohibits any articles of incorporation, declaration, bylaws, administrative rules, house rules, or association documents of a condominium property regime, planned community association, or homeowners' association from prohibiting or restricting the cultivation of vegetable gardens within any of its units.
Establishes within the Department of Health, the Health Care Facilities Labor Standards Working Group to research, assess, and make recommendations on the best practices in labor standards that can be implemented at hospitals, care homes, and dialysis facilities in the State, including the establishment and enforcement of minimum staffing standards, hospital staffing committees, and mandatory meal breaks, rest breaks, and overtime standards. Requires the Department of Accounting and General Services to prepare reports assessing the feasibility of installing distributed energy resource systems at state facilities. Requires state facilities to implement and install the distributed energy resource systems detailed in the reports no later than five years from the issue date of the reports. Part I: Requires the Office of the Lieutenant Governor to set a fee for the issuance of an apostille or a non-apostille certification by administrative rule. Establishes the Apostilles and Certifications Special Fund. Appropriates funds into and out of the Apostilles and Certifications Special Fund. Authorizes the Office of the Lieutenant Governor to adopt rules for the administration of apostilles and non-apostilles certifications. Part II: Requires all state agencies to: (1) before adopting, amending, or repealing an administrative rule, provide electronic notice of the proposed rulemaking to certain persons; (2) when adopting, amending, or repealing an administrative rule, display changes to the rules in Ramseyer format; and (3) make the full text of their rules available on the Office of the Lieutenant Governor's internet website in a digitally accessible and searchable format.
