PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE HAWAII CONSTITUTION TO EXPRESSLY PROVIDE THAT THE LEGISLATURE MAY AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS AND TO EXCLUDE TAX INCREMENT BONDS FROM DETERMINATIONS OF THE FUNDED DEBT OF THE COUNTIES.

Proposes amendments to the Constitution of the State of Hawaiʻi to expressly provide that the Legislature may authorize political subdivisions, such as counties, to issue tax increment bonds, and to exclude tax increment bonds in calculating the debt limit of the political subdivisions. Effective 7/1/3000. (HD1)

RELATING TO HUNTING GUIDES.

Requires hunting guides who take their clients to hunt on private lands to first obtain written permission from the owner, occupier, holder, or duly appointed agent of the private land, where appropriate. Requires hunting guides to provide copies of the written permissions and other information as part of their annual reports to the Department of Land and Natural Resources. Effective 6/30/3000. (HD2)

RELATING TO GRANTS-IN-AID.

Requires organizations to obtain legislative approval prior to the disposition of land that was acquired using state grants, but only if the land was acquired after the enactment of this Act. Effective 6/30/3000. (HD1)

RELATING TO AIRLINES.

RELATING TO TAXATION.

For taxable years beginning after December 31, 2024, temporarily reinstates the Technology Infrastructure Renovation Tax Credit and expands the definition of "technology-enabled infrastructure" to include data servers. Takes effect 7/1/3000. (HD1)

RELATING TO PUBLIC INFORMATION.

Requires that prior to the adoption, amendment, or repeal of an administrative rule, electronic notice of the proposed rulemaking be provided to all persons who have made a timely written request to, and provided a valid working email address to, the adopting agency for advance notice of its rulemaking proceedings. Requires that alterations to administrative rules be displayed in Ramseyer format and the full text of rules be made available in a digitally accessible and searchable format. Effective 6/30/3000. RELATING TO BUDGET-RELATED SUBMISSIONS TO THE LEGISLATURE.

Authorizes the legislature, upon the agreement of form by the speaker of the house of representatives and the president of the senate, to specify the form in which the proposed budgets of the executive branch, judicial branch, and office of Hawaiian affairs are submitted to the legislature. Requires the executive branch, judicial branch, and office of Hawaiian affairs to conform no later than 12/1/2023. Effective 6/30/3000. (HD1)
