Establishes a pilot program to generate revenue through the lease of University of Hawaii land for public purposes. Requires that the parcels of land be located within a county-designated transit-oriented zone, a one-half-mile radius of public transit stations, or a one-half-mile radius of any rail transit extension beyond the rail transit route approved as of January 1, 2017. Authorizes moneys in the University of Hawaii real property and facilities use revolving fund to be used for new construction and upgrade of university facilities. Requires the university to report to the legislature. Makes an appropriation for the pilot program.

Requires the strategic plan developed by the Hawaii Interagency Council for Transit-oriented Development to require that every development or redevelopment plan for any state property within one-half mile of the Honolulu rail transit system evaluate the suitability for affordable housing based on certain specifications, unless the council determines that housing is not feasible or desirable on a particular property. Allows a developer to build fewer housing units than required at one state parcel if the developer builds additional housing at another state parcel within one-half mile of a rail station to offset the reduction. Authorizes the issuance of general obligation bonds for construction and infrastructure development projects to provide affordable housing units for middle class and low income residents. Allows moneys from the conveyance tax and the county surcharge on state tax to be used to repay the bonds.
Establishes and funds a State Public-Private Partnership Coordinator position within the Department of Business, Economic Development, and Tourism to manage public-private partnerships entered into by the State and associated contracts, proposals, and negotiations, except public-private partnerships entered into by the Hawaii Public Housing Authority. Requires the state building code council to adopt net zero energy capability standards for new single-family residential construction. Requires all new single-family residential construction to be net zero capable by 1/1/2019.
Broadens the scope of the Early Learning Program to include early childhood development. Expands the function of the Early Learning Board beyond an advisory capacity and amends the composition and powers of some board members. Allows the Early Learning Board to appoint the director of the Executive Office on Early Learning. (SB687 HD1)
Establishes an add-on payment of forty per cent to the medicaid base rate for medicaid enrollees at long-term care facilities that have medically complex conditions requiring higher level of care. Appropriates funds for fiscal years 2018 and 2019 to cover increased costs. (SD1)
Establishes the Technical Literacy for Incarcerated Individuals Pilot Program to be administered in one men's and one women's correctional facility in the State. Appropriates funds.
Allows students to enroll in career and technical education programs in schools outside the service area in which the student resides.
Amends the membership, mission, and purpose of the King Kamehameha Celebration Commission. Adds representation for the island of Lana‘i. Authorizes the Chairperson to appoint an advisory committee for historical and archival matters. Authorizes the Commission to appoint an Executive Director.
