Requires the department of education to develop and implement a state plan for computer science education in all public schools. Requires public intermediate, middle, and high schools to offer computer science courses for grades six through twelve. Allows applicants to the University of Hawaii to substitute computer science courses for other admission requirements.
Establishes a single-payer universal health care insurance system and establishes the state health care insurance planning and financing authority to determine the costs of the system, necessary financing methods, and transition mechanisms. Requires that the functions, rights, powers, duties, and appropriations of the Hawaii health authority, DLIR as they relate to the prepaid health care act, and Hawaii employer union health benefits trust fund be transferred to the state health care insurance planning and financing authority. Specifies requirements regarding the state health care insurance planning and financing authority membership, membership appointment, voting, and duties. Repeals the Hawaii health authority. Appropriates funds to the state health care insurance planning and financing authority to establish and operate the single-payer universal health care insurance system.
Requires that each public school has a part-time or full-time library. Requires the department of education to develop a plan to ensure that each school has a part-time or full-time library. Appropriates funds.
Extends the motion picture, digital media, and film production income tax credit sunset date to January 1, 2029. Requires productions claiming the credit to contribute to creative media programs within the University of Hawaii, and the University of Hawaii to submit annual reports to the legislature on how the contributions are spent. Takes effect on 1/1/2020. (SD1)
Makes an appropriation to the judiciary to purchase civil legal services for low- and moderate-income persons. Takes effect on 1/7/2059. (SD1)
Requires the Contractors License Board to adopt rules to define "incidental and supplemental to the performance of work" to clarify the percentage of a craft or trade in which a specialty contractor may engage without a license while performing work in a craft and trade for which contractor is licensed.
Requires the governor, DBEDT, and the Hawaii state energy office to develop a strategic plan that outlines benchmarks to achieve a one hundred per cent renewable energy portfolio standard. Requires DBEDT to submit the strategic plan to the legislature no later than twenty days prior to the convening of the regular session of 2018.
Requires barber, beauty operator, and instructor licensees under the board of barbering and cosmetology to complete a one-time, three-hour training program on intimate partner violence awareness and education. Takes effect on 1/7/2059. (SD2)
Requires the board of education to establish a process whereby the public may petition the board to add items to the agenda of the next meeting. (SB618 HD1)
