Amends the appointment process of certain members of the Hawaii Tourism Authority's (Authority) Board of Directors (Board). Clarifies the Authority's reporting and disclosure of specific information. Requires the Board to develop policies and procedures on approving expenditures of excess or carryover funds. (SB1084 HD1)

Requires sellers of electronic smoking devices or eliquid to obtain a retail tobacco permit or dealer or wholesale license. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee. Applies the cigarette and tobacco product excise tax to electronic smoking devices and e-liquid. (SB404 HD1)
Establishes a medical aid in dying act that establishes a regulatory process under which an adult resident of the State with a medically confirmed terminal disease may obtain a prescription for medication to be self-administered to end the patient's life. (SD2)
Establishes and funds a State Public-Private Partnership Coordinator position within the Department of Business, Economic Development, and Tourism to manage public-private partnerships entered into by the State and associated contracts, proposals, and negotiations, except public-private partnerships entered into by the Hawaii Public Housing Authority. Expands the required qualifications that applicants may fulfill as part of the requirements for dental licensure to include passage of any other nationally recognized clinical dental examination recommended by the American Dental Association and dental licensure in another state; provided that the applicant meets specific qualifications.
