Adds a new definition of parked lunch wagons or food trucks to apply in special management areas. Amends the definition of development in a special management area to include placement of any structure. Amends the definition of structure in relation to shoreline setbacks to include parked lunch wagons or food trucks.

Authorizes the Hawaii community development authority to prepare a programmatic environmental impact statement for housing development projects on all lands within the Kakaako community development district. Allows the programmatic environmental impact statement, once it is accepted by the office of environmental quality control, to satisfy the environmental assessment and impact statement requirements for any housing development project within the Kakaako community development district.
Establishes requirements for body-worn cameras for law enforcement officers. Establishes policy guidelines for the use and discontinuance of use of body-worn cameras by law enforcement officers. Establishes certain restrictions on the use of body-worn cameras by on-duty law enforcement officers. Adds retention and deletion requirements for body-worn camera footage. Prohibits certain uses of body-worn camera video footage. Establishes violations of recording and retention requirements. Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county. Requires the county police departments to report costs of implementing and maintaining the body-worn camera program to the legislature. Takes effect on 1/7/2059. (SD2)
Increases the pesticide licensing fee and requires annual renewal of the license. Amends authorized uses for moneys in the pesticide use revolving fund. Requires memorandum of understanding between the department of agriculture and the University of Hawaii college of tropical agriculture and human resources regarding the expenditure of funds from the pesticide use revolving fund and a report to the legislature. Establishes an environmental toxicologist position within the department of agriculture and a pesticide extension specialist, through a contract with the department of agriculture, within the University of Hawaii college of tropical agriculture and human resources. Appropriates funds out of the pesticide use revolving fund for specific purposes.
Exempts veterans who are establishing certain new business entities in this State or registering for a trade name from all registration fees for a period of four years from the filing date of the business entity or trade name registration.
Requires the Department of Budget and Finance to submit to the Legislature before the 2019 regular session a report with estimates for fiscal year 2018-2019 and fiscal year 2019-2020 of general fund appropriations and expenditures for non-discretionary costs. Requires the Director of Finance to recommend whether the information should be provided annually after 2019. (CD1)
Requires that peer reviews performed on public accounting firms are performed in accordance with the entirety of the Statements on Standards for Attestation Engagements adopted by the American Institute of Certified Public Accountants. (CD1)
Recommences the efficiency measures pilot project first required under Act 67, Session Laws of Hawaii 2015. (CD1)
