Deletes the sunset provision for Act 139, Session Laws of Hawaii 2012, to make permanent provisions of the Act regarding pretrial risk assessments and parole.

Makes an appropriation, subject to the availability of matching funds, to UH to conduct any studies necessary to ascertain the feasibility and benefits of establishing a small satellite launch and processing facility in the State, as well as to conduct any related public outreach programs.
Allows county councils to establish Neighborhood Revitalization Boards to be administered by the counties for the purpose of developing neighborhood revitalization plans for areas in each county. Allows Neighborhood Revitalization Boards to request funding and requires the counties to provide an unspecified percentage of matching funds for any neighborhood revitalization plan or project that receives state funds. Authorizes the DOE and B&F to borrow moneys from the Hawaii green infrastructure loan program for heat abatement measures at public schools. Appropriates general funds to make an initial repayment to the Hawaii green infrastructure special fund.
Expands the authorized uses of funds collected from school impact fees to include spending on new school facilities, purchase of completed construction for school use, and improvement of existing school structures.
Prohibits operation of a pickup truck with a passenger in the bed or load-carrying area. Increases fine. Makes applicable to counties with populations of 600,000 or greater.
Appropriates funds to DHS for the housing first program and the rapid re-housing program to assist chronically homeless individuals and individuals who require financial assistance to avoid homelessness. Appropriates funds to the Hawaii Public Housing Authority for the state rent supplement program to assist homeless individuals or families and those at imminent risk of homelessness.
Prohibits the remote sale and shipment of cigarettes and tobacco products, including electronic smoking devices, to consumers except to licensed wholesalers or dealers and permit-holding retailers. Makes violation of the prohibition a class C felony subject to a maximum fine of $5,000. (SD1)
Increases maximum fines for violations of the fireworks control law. Appropriates funds for the Department of Public Safety, Sheriff Division, in collaboration with the Department of Defense, Department of Transportation, and other federal and state agencies, to establish a shipping container inspection program to randomly inspect shipping containers for illegal fireworks and explosives using explosive-sniffing dogs and establishes requirements for the inspection program. Requires the Department of Transportation to assess a fee on all shipping containers to fund the program.
Authorizes a county with a population greater than 500,000 to extend the county surcharge on state tax beyond December 31, 2027. After full completion of the mass transit project, permits counties to use the surcharge on state tax for operation and maintenance of the mass transit project, existing public transportation, or public road and highway repairs. Deducts one-third of the amount from the gross proceeds of a county's surcharge on state tax to reimburse the State for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax and fund various State transportation projects. Repeals the sunset date of the county surcharge on state tax levied by the city and county of Honolulu. Takes effect January 1, 2018.
