RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

Places the Pacific International Space Center for Exploration Systems within the Department of Business, Economic Development, and Tourism for administrative purposes. Amends the composition of the board of directors of the Pacific International Space Center for Exploration Systems. Creates six exempt positions (6.0 FTE) within the Pacific International Space Center for Exploration Systems. Transfers the rights, powers, functions, and duties of the employees of the Pacific International Space Center for Exploration Systems to the Department of Business, Economic Development, and Tourism. RELATING TO THE UNIVERSITY OF HAWAII COMMUNITY COLLEGES.

Requires the Auditor to conduct a comprehensive performance audit of the University of Hawaii Community College system and report its findings to the 2021 legislature. Appropriates funds.

RELATING TO ABANDONED VEHICLES.

Establishes a motor vehicle redemption program for used motor vehicles to be redeemed in exchange for a refund. Imposes a motor vehicle redemption fee on all motor vehicles sold on or after 7/1/2020. Establishes a motor vehicle redemption special fund. Appropriates funds.

RELATING TO HEALTH.

Allows an advance directive to be a valid written request for a prescription to be self-administered for the purpose of ending an adult's life. Includes advanced practice registered nurses under the definition of "attending provider". Allows an attending provider to waive the counseling referral requirement. Allows an attending provider to perform duties through telehealth, under certain conditions. Requires health insurance policies and contracts issued after December 31, 2020, to provide coverage for services related to ending a patient's life.

RELATING TO DIGITAL IDENTIFICATION.

Establishes a digital identification pilot program to be implemented by the director of transportation and administered by the examiner of drivers for each county. Requires the director of transportation to acquire or develop a mobile application that displays digital identification required for drivers' licenses and civil identification cards. Repeals on June 30, 2021.
