Establishes the kauhale pilot program to provide shelter and certain services to homeless individuals. Appropriates funds for the kauhale pilot program. Appropriates funds for two FTE employees for the Hawaii Housing Finance and Development Corporation. (SD1)
Adds the chemicals homosalate, octocrylene, and octisalate to the sale and distribution sunscreen ban beginning on 1/1/2021. Allows the Department of Health to adopt rules to add additional harmful chemicals to the sale and distribution ban. Requires and appropriates funds for the University of Hawaii to conduct a study to examine the concurrent effects of certain sunscreen products on the decline of the State's coral reefs. (SD1)
Places a cap on the total amount that an insured is required to pay for an in-network purchase of a prescription insulin drug covered under a health benefit plan's formulary at $100 per thirty-day supply of that drug. Clarifies existing drug benefit and therefore is exempt from the impact assessment report. Effective 7/1/2050. (SD1)
Allows Hawaii's public high schools to start at any time between 8:00 a.m. and 9:00 a.m. (SD1)
Establishes the Attorney General's authority, and clarifies the respective county police chiefs' existing authority, and requires the Attorney General to grant licenses to carry concealed or unconcealed firearms. Specifies training requirements for license applicants. Amends the fee from a perlicense to a per-application basis and increases the fee. (SD1)
Requires members of the clergy to report child abuse and neglect to the Department of Human Services or to the police. Specifies that the general rule of privilege under the Hawaii Rules of Evidence for confidential communications made to a member of the clergy does not apply to communications relating to child abuse or neglect. (SD1)
Requires the Department of Accounting and General Services and Department of Budget and Finance, in consultation with the Office of Enterprise Technology Services, to develop and implement a uniform financial database, with parameters, benefits, and features that are compatible to the software system currently being implemented by the Office of Enterprise Technology Services at other agencies for use by all state agencies. Authorizes the issuance of general obligation bonds for the development and implementation of a uniform financial database. Effective 7/1/2050. (SD1)
