RELATING TO PROTECTIVE ORDERS.

Establishes the Hawaii Hope Card Program within the Department of the Attorney General to issue hope cards upon request to those holding a long-term protective order, with specified relevant information about the protective orders and all covered parties. RELATING TO ORGANIC WASTE.

Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to reduce all organic waste produced within the county by facilities generating more than a specified amount of organic waste per year in alignment with established state benchmarks. RELATING TO PROPERTY FORFEITURE.

Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of an underlying felony offense. Directs forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the Criminal Forfeiture Fund. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaii Omnibus Criminal Forfeiture Act. Amends the deadline for the Attorney General to report to the Legislature on the use of the Hawaii Omnibus Criminal Forfeiture Act. Limits the transfer of certain forfeiture property to federal agencies. Establishes records requirements.

RELATING TO AFFORDABLE HOUSING.

Requires that Hawaii Housing Finance and Development Corporation housing projects include a restrictive covenant that states that the units designated as affordable housing, as described in the submitted project application, shall remain as affordable housing in perpetuity. Prohibits development of affordable housing in a special flood hazard area.

RELATING TO CESSPOOLS.

Requires certain priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2035. Requires priority level 2 and other cesspools to be upgraded, converted, or connected before 1/1/2040, rather than before 1/1/2050, with certain exemptions. Authorizes the Director of Finance to issue general obligation bonds. Appropriates funds.

RELATING TO EMERGENCY POWERS.

Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.

RELATING TO BRAILLE LITERACY.

Establishes Braille literacy as a policy of the State. Requires literacy assessments for eligible low vision and blind students to include Braille instruction and the use of Braille. RELATING TO COGNITIVE ASSESSMENTS.

Requires all health care providers who accept Medicare to provide a cognitive assessment as part of the Medicare Part B annual wellness visit for Medicare beneficiaries sixty-five years of age or older, with certain exceptions. Requires health care providers to submit certain information to the Executive Office on Aging and the Executive Office on Aging to report de-identified aggregated data to the Legislature on an annual basis. Appropriates funds. Effective 1/1/2026.
