Prohibits the feeding of feral non-native animals on state land within one-half mile of the ocean or a stream. Requires the Department of Land and Natural Resources to enforce certain penalties for violations. Requires the counties to adopt or amend ordinances to prohibit the feeding of feral non-native animals on county land within one-half mile of the ocean or a stream and impose certain penalties for violations. Establishes an annual reporting requirement to the Legislature.

Reestablishes the Cancer Research Center of Hawaii as an organized research unit within the University of Hawaii John A. Burns School of Medicine (JABSOM) that is administered by a director appointed by the University of Hawaii's board of regents with direct lines of reporting to the chancellor of the University of Hawaii at Manoa, provost of the University of Hawaii at Manoa, and dean of JABSOM. Requires funds expended from the Research and Training Revolving Fund for JABSOM and the Cancer Research Center of Hawaii to be used for research and research-related purposes only. Repeals provisions that required the Cancer Research Center of Hawaii to be administratively affiliated with JABSOM.
Requires counties to commission a comprehensive economic impact analysis before issuing tax increment bonds and make the analysis publicly available. Requires counties issuing tax increment bonds to conduct publicly available biennial independent audits and report to the Legislature. Requires counties issuing tax increment bonds to establish a review board to oversee tax increment bond projects. Restricts the amount of total outstanding tax increment bonds that may be excluded from the calculation of a county's debt limits from exceeding twenty per cent. Conforms county debt limit statements law to exclude tax increment bonds from the debt limit of the counties if a constitutional amendment authorizing the use of tax increment bonds and excluding tax increment bonds from determinations of the counties' funded debt is ratified.

Clarifies the process by which the Hawaii Community Development Authority may approve residential development on certain parcels of Kakaako Makai. Raises the building height limit and the maximum floor area ratio on certain parcels in the area. Requires a certain percentage of the residential units developed on certain parcels to be allocated to households at or below a certain income level in perpetuity, with priority given to certain essential workforce in the area. Limits the sale of residential units developed in certain residential developments to prospective owner-occupants. Requires the Office of Hawaiian Affairs to determine a Kakaako Makai association fee to be collected from residents, tenants, and lessees of certain parcels to be deposited into a special account in the Office of Hawaiian Affairs Special Fund to fund various services and projects in the Kakaako Makai area. By 1/1/2027, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2028, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program.
Establishes the Hawaii Agricultural Crimes Council. Expands the duties of the Department of Agriculture to collaborate with and support the Council. Requires all moneys, revenues, and fines received and processed by the Council to be deposited into the Agricultural Enforcement Special Fund.
