Prohibits holdover board members of the Hawaii Tourism Authority from holding office beyond the commencement of the next legislative session following the expiration of the member's term of office. (SD1)

Requires the county police departments to purchase and deploy explosion detection technology to assist in the location of and response to explosions caused by the illegal use of firearms and fireworks. Appropriates unspecified funds to the counties as a grant-in-aid.
Allows the executive office of aging to relax the thirty-hour employment requirement for qualified caregivers under the kupuna caregivers program during a governor-declared state of emergency. Allows the kupuna caregivers program to be delivered through either traditional service delivery or kupuna caregiver-directed services. Clarifies that coaches and service providers shall be mandated reporters who have received adult protective services training. Expands the duties of a coach to include assisting the care recipient and caregiver with the enrollment process. Allows funds under the kupuna caregivers program to be issued to the care recipient's financial management service provider. Requires the director of the executive office on aging to submit an annual report to the legislature and adopt administrative rules. Effective 7/1/2060. (HD2)
Extends the renewal period from two years to four years for licensees who are seventy-two years of age or older but younger than eighty years of age; provided their driving record does not include two or more moving traffic violation convictions after the licensee attained the age of seventy-two years. Defines moving traffic violation. Takes effect 1/1/2050. (SD1)
Requires government entities that engage in search and rescue operations to seek reimbursement when the rescued person required search and rescue efforts because that person acted in disregard of that person's safety, including intentionally disregarding a warning or notice. Creates a penalty for restricting public access to a trail. Creates a penalty for entering or remaining unlawfully on a trail or state land that has been closed to public use.
Limits the award of academic tenure to positions whose primary duties are instructional.
Requires providers authorized to prescribe opioids to discuss with patients certain risks associated with controlled substances that are opioids prior to issuing initial opioid prescriptions for the treatment of acute pain. Requires providers to include a note acknowledging the discussion of the risks associated with opioids in the patient's medical record.
Authorizes a prosecution for sex trafficking to be commenced at any time. Includes coercion as a means of committing the offense of sex trafficking. Makes the solicitation of a minor for sex a strict liability offense of sex trafficking. Repeals the offense of solicitation of a minor for prostitution.
Requires the board of land and natural resources to establish a public lands lease extension pilot project to extend certain leases of public lands for commercial, industrial, resort, mixed-use, or government use upon approval of a proposed development agreement to make substantial improvements to the existing improvements. Effective 7/1/2050. (SD2)
Authorizes the immediate towing of parked vehicles that are not properly registered, do not display valid safety inspection stickers, or are otherwise illegally parked.
