RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse must be initiated. Extends the period during which a victim of childhood sexual abuse may bring an otherwise time-barred action against the victim's abuser or an entity having a duty of care. Allows recovery of treble damages in certain circumstances. Prohibits settlement agreements and court orders that restrict disclosure of certain information. Provides for training on trauma-informed response. Applies retroactively to 4/24/2020.

RELATING TO MOPEDS.

Requires a transition to silent, clean electric mopeds by prohibiting a retailer from selling or offering for sale combustion engine-powered mopeds after 12/31/2022.

RELATING TO DEMENTIA TRAINING.

Requires employers of first responders to provide Alzheimer's disease and related dementias training for first responders. Takes effect 12/31/2021.

RELATING TO STATE CAPITOL FACILITIES.

Requires the department of accounting and general services to develop and implement an enhanced security plan for the state capitol and surrounding grounds. Amends provisions regarding the internal governance of the state capitol management committee. Requires the department of accounting and general services to submit annual reports to the legislature regarding the enhanced security plan. Effective 7/1/2050. (SD2)

RELATING TO ZERO-EMISSION VEHICLES.

Establishes the rental car modernization task force to develop a plan to determine the feasibility of installing electric vehicle charging infrastructure to support a one hundred per cent zeroemission rental motor vehicle fleet by 2035. Requires the task force to submit an initial report to the legislature no later than 12/1/2021, and a final report to the legislature no later than 12/1/2022. Dissolves the task force on 5/31/2023. Effective 1/1/2050. (HD2)

RELATING TO NUISANCE ABATEMENT.

Authorizes citizens to bring a nuisance abatement suit under chapter 712, Hawaii Revised Statutes, to enjoin and abate nuisances related to environmental hazards, including tobacco smoke that drifts into any residential unit a person rents, leases, or owns, from another residential or commercial unit.

RELATING TO ELECTRIC VEHICLES.

Part I: Authorizes each county to adopt ordinances to enforce section 291-71, Hawaii Revised Statutes, including the establishment of penalties for failure to comply with its requirements or make reasonable efforts to maintain electric vehicle charging stations in working order. Clarifies that certain enforcement officers may enter private property to enforce electric vehicle parking space violations. Requires new electric vehicle charging systems installed pursuant to the electric vehicle charging system requirement to be at least Level 2 and network capable. Adds electric vehicle charging equipped parking requirement of five stalls per one hundred stalls by 2025. Part II: Establishes a subaccount in the public utilities commission special fund for the electric vehicle charging system rebate program. Reallocates a portion of the environmental response, energy, and food security tax to be deposited into the subaccount. Part III: Appropriates funds out of the energy security special fund for the electric vehicle charging system rebate program. Effective 7/1/2050. (HD2)
