Proposes an amendment to the State Constitution to create a Hawaii Community College System to administer the State's community colleges. Provides for the Hawaii Community College System to be independent from the University of Hawaii and to be governed by an independent board of regents.

Requires that in the event of a vacancy of the Executive Director of the School Facilities Authority, the assistant superintendent for the office of facilities and operations shall serve as the acting executive director until a new executive director is appointed and the senate advises and consents to the new executive director's nomination.
Repeals the requirement for Board of Land and Natural Resources approval for lease extensions in the Hilo Community Economic District. Requires the Department of Land and Natural Resources to use the current tax assessed value when offering lease extensions to lessees. Requires all applications to the Department of Land and Natural Resources for an extension of fixed rental periods or lease terms to be made within 180 days and confirm lease extensions. Extends the timeframe given to the county councils to approve, approve with modification, or disapprove an affordable housing project submitted for review pursuant to section 201H38(a), Hawaii Revised Statutes, from forty-five days to sixty days.
Establishes requirements and permitting procedures for transportation network companies operating in the State. Makes permanent insurance requirements for transportation network companies and transportation network drivers.
Requires used motor vehicle parts dealers to obtain a written statement that the seller has the lawful right to sell and dispose of the catalytic converter. Requires certain sellers to provide copies of receipts or a declaration from the purchase of a catalytic converter. Requires dealers to keep records of purchases and sales of catalytic converters. Requires dealers to pay for catalytic converters by check. Requires scrap dealers to keep records of purchases and sales of palladium, platinum, and rhodium. Requires scrap dealers to pay for palladium, platinum, and rhodium by check. Creates a penalty for engaging in the unlawful business of purchasing or selling of catalytic converters, palladium, platinum, or rhodium. Establishes the offense of theft of catalytic converter and make it a class C felony.
Prohibits a production from qualifying for the motion picture, digital media, and film production tax credit if the production hires or monetarily compensates an employee of the State of Hawaii film office, employee of a county film commission, or company of which an employee of the State of Hawaii film office or a county film commission is a stakeholder. Requires a taxpayer claiming the tax credit to identify any such employee or company in its statement to the Department of Business, Economic Development, and Tourism. (SD1)
