Requires the Department of Human Services to develop, and certain businesses and establishments to post, a notice containing information about the National Human Trafficking Hotline. Requires the Department of the Attorney General to establish a Statewide Coordinator on Human Trafficking and a Program within the Department to support the needs of victims of human trafficking and submit reports to the Legislature on the State's efforts to address human trafficking and the commercial sexual exploitation of children. Specifies that court-ordered restitution for a victim of labor trafficking may include the cost of necessary rehabilitation for the victim, including medical, psychiatric, and psychological care and treatment. Effective 12/31/2050. (SD1)
Establishes the noise pollution task force within the Department of Health to investigate noise pollution and provide recommendations on how to better regulate excessive noise pollution throughout the State, from both stationary and non-stationary sources. Appropriates funds. (SD1)
Requires the Board of Land and Natural Resources to identify all public lands suitable for the planting of koa trees. Authorizes the Administrator of Forestry and Wildlife to issue licenses to plant, care for, and harvest koa trees in certain circumstances. (SD1)
Establishes a working group to address the student enrollment, capacity, and expansion needs of Ke Kula ‘o ‘Ehunuikaimalino, and develop a plan to utilize funds previously appropriated by the Legislature. Makes an appropriation. (SD1)
Authorizes, under certain circumstances, the School Facilities Authority Board to provide to the Governor a list of up to three candidates for the position of Executive Director of the School Facilities Authority. Requires the Governor to select a nominee for senate approval within sixty days of receiving the list of candidates. Provides that in the event of a vacancy, the Assistant Superintendent for the Office of Facilities and Operations shall serve as the Acting Executive Director of the School Facilities Authority until a new Executive Director is appointed and the Senate advises and consents. Provides for the term expiration of a holdover member of a board or commission at the end of the first regular legislative session following the expiration of the member's term. Provides that the provisions of section 26-34, HRS, shall prevail over other inconsistent laws. If a holdover member's term is set to expire and the Governor fails to nominate a successor, authorizes the President of the Senate to nominate a successor for that board or commission.
Provides a certification process for privately-owned and operated plant quarantine facilities.
Exempts certain small purchase construction projects from the procurement code.
Adds the director of Hawaii P-20 Partnerships for Education as an ex officio, nonvoting member to the Early Learning Board.
