Temporarily reinstates the technology infrastructure renovation tax credit. Expands the definition of "technology-enabled infrastructure" to include data servers. Requires a report from the department of taxation analyzing the tax implications for specified exemptions and exclusions from chapters 237 and 238, HRS. Effective 6/30/3000. (HD1)

Authorizes the Hawaii Emergency Management Agency to acquire any real, personal, or mixed property for immediate or future use; own, hold, improve, rehabilitate, sell, assign, exchange, transfer, convey, lease, or dispose of any real, personal, or mixed property acquired; and acquire by condemnation real property for immediate or future use. Amends the definition of "public lands" to exclude non-ceded lands to which the Hawaii Emergency Management Agency holds title. Effective 6/30/3000. (HD1)
Authorizes the Department of Business, Economic Development, and Tourism to acquire and hold title to or contract to acquire by grant or purchase real, personal, or mixed property; to clear, improve, and rehabilitate and to sell, assign, exchange, transfer, convey, lease, dispose, or encumber the property; and acquire property by condemnation. Establishes a terminally ill qualifying patient medical cannabis use working group to study the feasibility of the medical use of cannabis by terminally ill qualifying patients in health care facilities. Effective 6/30/3000. (HD1)
Authorizes qualifying patients and qualifying out-of-state patients to transport cannabis between islands of the State for personal medical use; provided that no individual or entity shall be required to violate federal law. Requires the Department of Transportation to adopt rules for the interisland transport of controlled substances within the State. Effective 6/30/3000. (HD1)
Amends the definition of "eligible business activity" to include the processing of value-added agricultural products grown within an enterprise zone and the development or production of renewable energy, under certain conditions. Effective 6/30/3000. (HD1)
