RELATING TO AFFORDABLE HOUSING.

Temporarily exempts affordable housing projects under certain circumstances from specific state and county fees and exactions related to discretionary approval or ministerial permitting, except fees and costs payable to the Hawaii Housing Finance and Development Corporation and the rates and fees of the various boards of water supply. Repeals 6/30/2028. Effective 6/30/3000. (HD2)

RELATING TO THE UNIVERSITY OF HAWAII.

Requires the University of Hawaii to submit annual reports of all university employees who performed work from a location outside of the State during the applicable year to the legislature no later than December 31 of that year. Effective 6/30/3000. (HD1)

RELATING TO WASTEWATER SYSTEMS.

Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State. Establishes and appropriates funds for three full-time equivalent positions within the cesspool conversion section in fiscal years 2023-2024 and 2024-2025 and three additional full-time equivalent positions within the section in fiscal year 2024-2025. Establishes a three-year New Wastewater System Demonstration Pilot Program within the University of Hawaii Water Resources Research Center to examine and demonstrate new wastewater technology systems; implement those technologies in demonstration projects in areas across the State that are identified as Priority Level 1; and establish a similar ranking system for prioritization levels for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaii Water Resources Research Center to submit reports to the Legislature. Appropriates funds for the pilot program. Effective 6/30/3000. (HD2)

RELATING TO COMMERCIAL FISHING.

Authorizes the Department of Land and Natural Resources to establish limited-entry commercial fisheries for fisheries that are not subject to federal fisheries regulations, when appropriate or necessary to ensure sustainable fisheries for two species of fish -- uhu and kala. Requires the Department to obtain community feedback and report annually to the Legislature. Sunsets 6/30/2028. Effective 6/30/3000. (HD1)

RELATING TO EARLY LEARNING.

Appropriates funds for the preschool open doors program and executive office on early learning to expand access to preschool and to implement program changes required by previous acts. Requires DHS to provide reimbursements to providers participating in the preschool open doors program and adjust the reimbursement rates at least once every two years. Expands the types of entities from which a preschool open doors service provider may obtain accreditation. Expands the preschool open doors program and public prekindergarten program application process to eligible three-year-old children. Authorizes the preschool open doors special fund to accept federal funds. Effective 6/30/3000. (HD2)

RELATING TO EMERGENCY POWERS.

Requires the Governor to ensure continued operation of medical facilities upon declaration of a state of emergency or local state of emergency and during times of health or pandemic emergencies. Allows hospitals to suspend elective surgeries during the period of emergency to address the facility's bed capacity. Effective 6/30/3000. (HD1)

RELATING TO EDUCATION.

Authorizes the counties to transfer land to the School Facilities Authority. Exempts the School Facilities Authority from certain assessments and taxes. Authorizes state and county agencies to render services to the School Facilities Authority upon request. Authorizes the School Facilities Authority to engage in commercial enterprise activities for the purpose of revenue generation. Authorizes the School Facilities Authority to contract to manage leasing and management of housing projects. Establishes a deadline for the transfer of properties to the Department of Education from the City and County of Honolulu required by Act 206, SLH 2017, as amended by Act 272, SLH 2019. RELATING TO SPECIAL ACTIVITY PERMITS.

Requires the Department of Land and Natural Resources to approve or deny an application for a special activity permit for aquatic research within ninety days from the date that it was submitted. Appropriates an unspecified amount of funds for the establishment of two full-time equivalent (2.0 FTE) positions within the Division of Aquatic Resources to support the special activity permit review process. RELATING TO CANNABIS FOR MEDICAL USE.

Amends the definition of "cannabis" to include cannabis propagules, cuttings, and seeds. Defines "cannabis cutting" and "cannabis propagule". Requires a licensed dispensary's production center to submit to DOH an inventory of cannabis propagules, cuttings, and seeds. Requires a licensed dispensary's retail dispensing location to submit to DOH the total amount of cannabis propagules, cuttings, and seeds purchased. Allows qualifying patients, primary caregivers who are authorized to cultivate cannabis for medical use, qualifying out-of-state patients, and caregivers of qualifying out-of-state patients to purchase cannabis propagules, cuttings, and seeds from licensed dispensaries in the State under certain conditions. Establishes quantity limits and quality requirements for the dispensing of cannabis propagules, cuttings, and seeds. Requires the Department of Health to adopt rules regarding the dispensing of cannabis propagules, cuttings, and seeds. Effective 6/30/3000. (HD1)
