Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent after 7/1/2025. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaiʻi.

Requires nominees for the position of Deputy Director, First Deputy, or Deputy Chair, as the case may be, of principal departments and multiple deputy directors; first deputies; deputy chairs, as the case may be, for each department that has multiple individuals who serve in the same role to be subject to the advice and consent of the Senate. Requires a person to file a disclosure of financial interest within thirty days of a person's nomination to any state position enumerated in section 84-17(d), Hawaiʻi Revised Statutes, that is subject to the advice and consent of the Senate. Clarifies that there is a presumption of a nexus for certain nonresident employees who telework. Amends the income tax law to apply to the total income of certain nonresident employees who telework. Applies to taxable years beginning after 12/31/2022.
Authorizes the School Facilities Authority of the Department of Education to disregard any ordinance or rule related to the use, zoning, planning, or development of land to which the authority holds title or for any construction on land to which the authority holds title.
Establishes a Dam and Reservoir Working Group to ensure and enhance the continued availability and operation of dams and reservoirs in the State.
Requires the Department of Labor and Industrial Relations to conduct a study on paid sick leave. Requires a report to the Legislature. Appropriates funds for the study. Effective 1/1/2050. (SD1)
Requires the securing of mooring lines from vessels requiring tug assistance to be manned by an existing, operational stevedoring company that is operating within the State, except the securing of mooring lines from vessels for purposes of shipyard or boatyard operations necessary for vessel drydocking, hauling, launching, or shifting used in conjunction with other shipyard or boatyard operations. Requires the Office of the Auditor to conduct a comprehensive management and financial audit of the Hawaiʻi Tourism Authority and the Department of Business, Economic Development, and Tourism, specifically relating to the Request for Proposals regarding destination brand marketing and management services to the State for the United States major market area.
Establishes the offense of fraud as a class B felony. Disqualifies a person from holding elective public office for a period of ten years upon conviction of fraud.
Establishes a collective bargaining unit for graduate assistants employed by the University of Hawaiʻi and community college system.
