RELATING TO SUSTAINABLE LAND USE.

Requires the Office of Planning and Sustainable Development to create an integrated land use study for the use of land within the agricultural district. Requires the Hawaiʻi State Energy Office, Department of Agriculture, Department of Transportation, and Hawaiʻi Tourism Authority to update various state functional plans. Appropriates funds. RELATING TO COMPUTER SCIENCE EDUCATION.

Allows students to complete computer science courses as a substitute for science credits at the high school level to count towards graduation requirements. Requires a computer science course credit as a graduation requirement at the high school level beginning with the 2030-2031 school year. Appropriates funds for teacher professional development in computer science.

RELATING TO CANNABIS FOR MEDICAL USE.

Amends the definition of "cannabis" to include cannabis propagules, cuttings, and seeds. Defines "cannabis cutting" and "cannabis propagule". Requires a licensed dispensary's production center to submit to DOH an inventory of cannabis propagules, cuttings, and seeds. Requires a licensed dispensary's retail dispensing location to submit to DOH the total amount of cannabis propagules, cuttings, and seeds purchased. Allows qualifying patients, primary caregivers who are authorized to cultivate cannabis for medical use, qualifying out-of-state patients, and caregivers of qualifying out-of-state patients to purchase cannabis propagules, cuttings, and seeds from licensed dispensaries in the State under certain conditions. Establishes quantity limits and quality requirements for the dispensing of cannabis propagules, cuttings, and seeds. Requires the Department of Health to adopt rules regarding the dispensing of cannabis propagules, cuttings, and seeds. Effective 6/30/3000. (HD1)

RELATING TO HEALTH INSURANCE.

Requires all health insurers in the state, including medicaid managed care programs, to cover annual mental health wellness examinations.

RELATING TO AGRICULTURAL PARK LEASES.

Authorizes the Department of Agriculture to extend the lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand persons. RELATING TO THE NURSE LICENSURE COMPACT.

Allows the Governor to enter the State into the multi-state Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multi-state licensure privilege in each party state.

Amends Act 257, Session Laws of Hawaiʻi 2022, to authorize the School Facilities Authority to provide affordable housing to Department of Education teachers.
