RELATING TO TRANSPORTATION.

Increases the fines for violating provisions relating to the installation of noisy exhaust pipes and mufflers. Authorizes police officers to conduct examinations and inspections if the officer has probable cause to believe that a vehicle's excessively noisy muffler is evidence of a violation. RELATING TO HIRING.

Authorizes a state department, division, or agency, rather than the Department of Human Resources Development, to conduct a minimum qualification review of applicants for vacant positions within the department, division, or agency. Requires the Department of Human Resources Development to provide state departments, divisions, and agencies the applications received for vacancies under certain circumstances. Effective 7/1/3000. RELATING TO SUBMISSION DEADLINES.

Requires the Governor and state agencies to recommend a date by which statutorily required reports must be submitted to the Legislature, and to identify any reports that should not be subject to that uniform date and the reasons therefor. Requires the Governor to propose legislation to implement the proposed deadline and streamline existing reporting requirements by repealing or consolidating any duplicative, obsolete, or extraneous reports. RELATING TO ALCOHOL.

Expands the definition of "beer" under the liquor tax laws and liquor laws to mean any alcoholic beverage containing no less than 0.5 per cent alcohol by volume obtained by fermentation of any infusion or decoction of malt or any substitute, including alcohol seltzer beverages and excluding sake, cooler beverages, and other distilled products. Authorizes brewpubs to sell beer they manufacture, or beer manufactured on their premises, subject to certain conditions. Effective 6/30/3000. (HD1)

RELATING TO THE LANDLORD-TENANT CODE.

Establishes and appropriates funds for a pre-litigation mediation pilot program. Requires landlords to participate in mediation before filing an action for summary possession. Creates and appropriates funds for an emergency rent relief program to be made available to participants in the pre-litigation mediation pilot program. Sunsets 6/30/2025. Effective 6/30/3000. (HD3)

PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE HAWAII CONSTITUTION TO EXPRESSLY PROVIDE THAT THE LEGISLATURE MAY AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS AND TO EXCLUDE TAX INCREMENT BONDS FROM DETERMINATIONS OF THE FUNDED DEBT OF THE COUNTIES.

Proposes amendments to the Constitution of the State of Hawaiʻi to expressly provide that the Legislature may authorize political subdivisions, such as counties, to issue tax increment bonds, and to exclude tax increment bonds in calculating the debt limit of the political subdivisions. RELATING TO GRANTS-IN-AID.

Requires organizations to obtain legislative approval prior to the disposition of land that was acquired using state grants, but only if the land was acquired after the enactment of this Act. Effective 6/30/3000. (HD1)
