RELATING TO THE HAWAII TOURISM AUTHORITY.

Requires contracts entered into by the Hawaiʻi Tourism Authority for management of the Hawaiʻi Convention Center facility to include marketing for all uses of the facility. Effective 6/30/3000. (HD1)

RELATING TO HEMP.

Requires that the identity statement used for labeling or advertising hemp products identify the percentage of Hawaiʻi-grown and Hawaiʻi-processed hemp and hemp of other origins contained in hemp products. Allows the use of the term "All Hawaiian" for hemp products in which one hundred per cent of the hemp is grown and processed in the State. (CD1)

RELATING TO THE BOARD OF EDUCATION.

Requires the Board of Education to hold no less than six community forums annually, with at least one community forum in each county. Requires the Board to include an open forum for public comments on non-agenda items. Requires a report to the Legislature on implementing open forums. Effective 6/30/3000. (HD1)

RELATING TO FOOD SUSTAINABILITY.

Requires the Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, to update the State Agriculture Functional Plan to include other agricultural economic updates that expand the State's priority on food by increasing local food self-sufficiency and exports. Requires the Governor to submit the updated plan to the Legislature prior to the Regular Session of 2025. Effective 6/30/3000. (HD1)

RELATING TO INVASIVE SPECIES.

Requires the Hawaiʻi Invasive Species Council to classify the fungal pathogen that causes coffee leaf rust as an invasive species in its administrative rules and to direct available funding for mitigation efforts, research, and prevention or control actions for coffee leaf rust. RELATING TO THE HAWAII PACIFIC HYDROGEN HUB.

Requires the Department of Business, Economic Development, and Tourism to work with the University of Hawaiʻi on workforce development activities that support the development of the Hawaiʻi Pacific Hydrogen Hub and other related aspects of the State's hydrogen energy industry. RELATING TO THE COLLEGE SAVINGS PROGRAM.

Establishes a state income tax deduction for eligible contributions made to a college savings program established under chapter 256, Hawaiʻi Revised Statutes. Effective 6/30/3000. Applies to taxable years beginning after an unspecified date. (HD1)

RELATING TO TRANSPORTATION.

Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Increases the maximum fine for violating noisy muffler and exhaust system laws. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair laws. Effective 6/30/3000. (HD1)
