Requires the department of accounting and general services to establish a working group to examine and evaluate state and private land to find a suitable location for the construction of a new stadium to serve as a replacement for Aloha Stadium and develop a plan to design, build, finance, and operate the new stadium.
Establishes a medical aid in dying act that establishes a regulatory process under which an adult resident of the State with a medically confirmed terminal disease may obtain a prescription for medication to be self-administered to end the patient's life.
Requires and appropriates funds for the department of business, economic development, and tourism, in collaboration with the University of Hawaii West Oahu, to develop a master plan to build a studio complex on the campus of the University of Hawaii West Oahu to be used for film production and classes for the academy of creative media.
Requires submission of proposed amendment to bylaws to change composition of board, rather than twenty-five per cent, to be submitted to the board and accompanied by a petition from ten per cent of unit owners of record. Permits special meetings of the association to be called by the president, majority of the board, or a petition of the secretary or managing agent signed by not less than ten per cent, rather than twenty-five per cent, of the unit owners of record.
Authorizes the establishment of the Hawaii airports corporation within the department of transportation for administrative purposes. Sets out appointment of members to the board of directors and powers and duties of the Hawaii airport corporation. Transfers the aeronautics functions of DOT to the Hawaii airports corporation by the established transfer completion date agreed upon by Hawaii airports corporation, the director of transportation, and the governor, which shall be no later than July 1, 2021.
Bans knowingly selling in the State sunscreen products containing oxybenzone or octinoxate, except for medically-licensed prescriptions. Takes effect on 1/1/2019.
Repeals the statute of limitations for manslaughter where the death was not caused by the operation of a motor vehicle.
Requires the auditor to conduct a forensic financial audit of leases, agencies, and other activities related to Mauna Kea. Report to the legislature.
Authorizes religious, charitable, educational, and other nonprofit organizations to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization. Imposes limits on the types of ordinances a county may enact or other actions a county may take in regulating the ability of these organizations to provide shelter to homeless persons. Defines "nonprofit organization." Limits the liability of county agencies and employees.
