Requires corporations to include the income from all foreign subsidiaries in Hawaii taxable income. Applies the State's apportionment formula to determine the share of reported profits subject to the appropriate tax. Effective 1/1/2023.

Requires each county to establish its own land use commission to make certain determinations under chapter 205, Hawaii Revised Statutes. Repeals the State Land Use Commission.
Authorizes electronically-stored driver's licenses and identification cards to be stored and presented through an approved electronic identification storage service.

Appropriates funds to extend the higher and continuing education program at women's community correctional center to support. Provides funding for incarcerated women to become general education development (GED) tutors to peers, college correspondence courses, re-entry and transitional services, and continuation of the program at Windward Community College.
Requires that the Department of Land and Natural Resources adopt rules prohibiting landowners possessing ten thousand or more acres from producing runoff and holding those landowners responsible for any runoff originating on their property.
Requires a retail establishment with an employee toilet facility to allow a customer suffering from an eligible medical condition to use that restroom during normal business hours, under certain conditions. Exempts a retail establishment and employees from civil liability in allowing an eligible customer to use an employee toilet facility. Establishes fines.
Raises the minimum wage and establishes an adjusted minimum wage rate for 2027 and after. Repeals the tip credit.
