Requires counties to adopt rules allowing religious and educational institutions to build housing units on land they own regardless of current zoning restrictions if the housing is either for Hawaii residents who are owner or renter occupants and own no other real property, or affordable housing.

Requires the court to automatically seal or remove from the Judiciary's publicly accessible database any information relevant to the arrest or case of a person for whom an expungement order has been entered. Requires the Judiciary and the Examiner of Drivers to no longer include dismissed traffic citations in public driver's records.
Requires the State Historic Preservation Division to use a program comment process in its duties. Appropriates funds for the State Historic Preservation Division to conduct a study on buildings built between 1945 and 1970 that would be exempted from a program comment process.
Requires the Office of Planning and Sustainable Development to identify sites for housing production of enough quantity to meet the housing demand every year for all income levels.
Excludes persons who help to mitigate the harm and dangers of prostitution from the definition of "advancing prostitution".
Clarifies that the request for dedication of infrastructure is to connect an eligible affordable housing's infrastructure to the county's infrastructure. Authorizes a licensed private building inspector, contracted by the State or county, to certify compliance with county standards. Establishes that dedication of infrastructure is deemed to have taken place if not accepted or rejected by the county within 60 days.

Requires employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care and supplemental paid sick leave to employees under certain public health emergency conditions.
Amends definition of "renewable energy" to exclude trees, wood pellets, and other wood products made for burning.
Establishes a waiver program to exempt from income taxation gambling winnings legally acquired outside of the State during a consecutive five-day period, beginning 01/01/2023.
