RELATING TO PROCUREMENT.

Provides additional guidance and updates the reporting obligations for state departments, including the Department of Education, pursuant to Acts 175 and 176 (SLH 2021), which established programmatic goals for the purchase and procurement of locally sourced products. Effective 1/1/2023. (SD1)

RELATING TO RECREATIONAL AQUACULTURE.

Requires the Department of Land and Natural Resources to designate the Nuuanu Reservoir Number Four as a state recreation area. Requires the Hawaii Invasive Species Council to amend administrative rules regarding the movement of invasive species to allow the stocking of certain fish in the Nuuanu Reservoir Number Four for recreational fishing. Appropriates funds.

RELATING TO MEDICAL DEVICES.

Creates the Medical Device Right to Repair Act. Requires manufacturers of powered medical equipment to make parts, equipment, tools, and documentation available to independent repair providers and purchasers of such equipment. Requires manufacturers to provide tools to repair equipment that costs $100 or more. Creates a right of action for violation of the chapter enforceable by the Attorney General.

RELATING TO THE HAWAII TOURISM AUTHORITY.

Adds the Hawaii Tourism Authority president and chief executive officer as an ex officio member of the Board of Land and Natural Resources and Land Use Commission.

RELATING TO WATER RESOURCE MANAGEMENT FOR AFFORDABLE HOUSING DEVELOPMENT.

Provides that, if the Commission on Water Resource Management fails to review a permit application relating to new water uses or new water sources for affordable housing development, and issue a decision on that application within the existing statutory period, the application is deemed to be approved. Convenes a Water Resource Management for Affordable Housing Development Working Group upon the initiation of a federal investigation or inquiry relating to the Commission on Water Resource Management to address the concerns raised by the investigation or inquiry. Requires the Auditor to submit a report on the effectiveness of this Act. Sunsets two years after the effective date of the Act.

RELATING TO RECIDIVISM PREVENTION.

Establishes within the Department of Public Safety Reentry Office, a 5-year Recidivism Prevention Pilot Program, consisting of three components: the housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited from the Women's Community Correctional Center, for two years after the exit. Establishes five Transition Navigator positions (5.00 FTE) within the Department of Public Safety Reentry Office. Appropriates funds.

RELATING TO HOMELESSNESS.

Requires the Hawaii Public Housing Authority, in consultation with the Department of Health and Department of Human Services to establish the kauhale program to provide individual or shared micro housing units and services to homeless individuals and families who meet the definition of homeless. Establishes an advisory committee. Requires reports to the Legislature. Exempts existing low-income rentals, tiny home villages, and kauhale from certain provisions for the duration of their underlying leases consistent with the Governor's 2015 and 2018 proclamations on homelessness. Appropriates funds. Effective 1/1/2050. (SD1)
