RELATING TO HUMAN TRAFFICKING.

Requires the Department of Human Services to develop, and certain businesses and establishments to post, a notice containing information about the National Human Trafficking Hotline. Requires the Department of the Attorney General to establish a Statewide Coordinator on Human Trafficking and a Program within the Department to support the needs of victims of human trafficking and submit reports to the Legislature on the State's efforts to address human trafficking and the commercial sexual exploitation of children. Specifies that court-ordered restitution for a victim of labor trafficking may include the cost of necessary rehabilitation for the victim, including medical, psychiatric, and psychological care and treatment. Effective 12/31/2050. (SD1)

RELATING TO TOBACCO PRODUCTS.

Establishes the offense of unlawful shipment of tobacco products. Includes electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Provides for the disposition of fines paid for the unlawful shipment of tobacco products into the Hawaii Tobacco Prevention and Control Trust Fund. Effective 1/1/2023. (SD1)

RELATING TO WAGE AND HOURS OF EMPLOYEES ON PUBLIC WORKS.

Creates an exception to the statutory requirement that overtime compensation be paid for work performed for certain State public work projects on Saturdays, Sundays, and State holidays. Specifically, when an applicable collective bargaining agreement permits, overtime compensation is not required for work performed on a Saturday of a week during which a condition or circumstance beyond the control of the contractor prevented workers from working for eight hours on one or more of the regularly scheduled Monday through Friday workdays, and the total hours of work performed on the project during the workweek by the worker has not exceeded forty hours. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO TOURISM GOVERNANCE.

Requires the Legislative Reference Bureau to conduct a study that identifies and analyzes alternative tourism governance systems. Requires the study to include a solicitation of input from certain stakeholder groups. Requires a final report to be submitted to the Legislature prior to the convening of the Regular Session of 2025. (SD1)

RELATING TO THE SCHOOL FACILITIES AUTHORITY.

Authorizes, under certain circumstances, the School Facilities Authority Board to provide to the Governor a list of up to three candidates for the position of Executive Director of the School Facilities Authority. Requires the Governor to select a nominee for senate approval within sixty days of receiving the list of candidates. Provides that in the event of a vacancy, the Assistant Superintendent for the Office of Facilities and Operations shall serve as the Acting Executive Director of the School Facilities Authority until a new Executive Director is appointed and the Senate advises and consents. RELATING TO THE OCEAN STEWARDSHIP SPECIAL FUND.

Authorizes the Ocean Stewardship Special Fund to be used for planning, development, designing, or implementation of beach restoration projects, including the awarding of grants to nonprofit organizations for beach and nearshore environmental cleanup. Takes effect 7/1/2050. (SD1)

RELATING TO WOMEN'S COURT.

Establishes a three year women's court pilot program within the judiciary's first circuit. Establishes temporary positions. Requires a report. Appropriates funds. Repeals 6/30/2025.

RELATING TO HABITAT CONSERVATION PLANS.

Requires any person, before engaging in an activity with a high likelihood of resulting in an incidental take of a threatened or endangered species, to enter into a planning process with DLNR for the purpose of preparing and implementing a habitat conservation plan. Requires habitat conservation plans to include additional components.
