Increases the pesticide licensing fee and requires annual renewal of the license. Amends authorized uses for moneys in the pesticide use revolving fund. Requires memorandum of understanding between the department of agriculture and the University of Hawaii college of tropical agriculture and human resources regarding the expenditure of funds from the pesticide use revolving fund and a report to the legislature. Establishes an environmental toxicologist position within the department of agriculture and a pesticide extension specialist, through a contract with the department of agriculture, within the University of Hawaii college of tropical agriculture and human resources. Appropriates funds out of the pesticide use revolving fund for specific purposes.

Requires operators of child care facilities, including family child care homes, group child care centers, and group child care homes, and infant and toddler child care centers that care for children one year of age or younger to implement and maintain safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by the Department of Human Services.
Transfers title, custody, and control of two parcels of land identified as Tax Map Key No. 370120070000 and Tax Map Key No. 370040030000, from the State of Hawaii to the Hawaii Housing Finance and Development Corporation.
Exempts veterans who are establishing certain new business entities in this State or registering for a trade name from all registration fees for a period of four years from the filing date of the business entity or trade name registration.
Requires the DOE, in collaboration and consultation with DBEDT, DLIR, and UH, to develop and implement a K-12 curriculum to career pipeline initiative to ensure that the State's public school students are adequately trained and prepared to enter the State's workforce upon graduation from high school. Requires the Department of Budget and Finance to submit to the Legislature before the 2019 regular session a report with estimates for fiscal year 2018-2019 and fiscal year 2019-2020 of general fund appropriations and expenditures for non-discretionary costs. Allows an extended or hanai family member to act as a co-mortgagor in assisting a qualified resident in securing a mortgage to purchase a dwelling unit from the Hawaii Housing Finance and Development Corporation. (CD1)
Authorizes motor vehicle and boat towing options for self-service storage facilities after sixty or more days of delinquency; provided that an occupant is provided notice. Requires owners to notify occupants via electronic mail or regular mail, except for the final demand and notice of sale, which must be provided via electronic mail and certified mail. Allows owners to publish notices of sales in any commercially reasonable manner, and conduct sales online. Requires limitations on value provisions to be provided for in a contract. Requires owners to notify occupants of the changes in the law. (CD1)
