RELATING TO UNDERGROUND STORAGE TANKS.

Requires, on or before 9/1/2018, that the department of health adopt rules for underground storage tanks and tank systems to conform with certain federal regulations and that include additional requirements for field-constructed underground storage tanks and tank systems. (SD1)

RELATING TO TELECOMMUNICATIONS.

Codifies exemptions to permitting requirements established by Act 151, Session Laws of Hawaii 2011, within the Hawaii Revised Statutes and expands those exemptions to include broadband over wire line and wireless or mobile platforms, including wire line facilities and small wireless facilities. Establishes a definition of wireless communications antennas that include small wireless facilities. Establishes a definition of wire line. Repeals those sections of Act 151, Session Laws of Hawaii 2011, that have been codified within the Hawaii Revised Statutes. (SD1)

RELATING TO SCHOOLS.

Establishes a Workforce Readiness Program within the Department of Education to allow students to graduate from an extended high school enrollment with a high school diploma and an industry-recognized associate's degree. Appropriates moneys to develop and implement the program. (SB298 HD2)

RELATING TO REAL ESTATE BROKERS.

Creates criminal penalties for real estate brokers for improper deposit, segregation, or disposition of client trust account funds. Requires the principal broker to report the client trust account number and name of the managing institution to the real estate commission. Specifies that the principal broker must report changes in the account number and account location within ten days of a change. Authorizes the real estate commission to take action in circuit court to enforce client trust account requirements. Takes effect on 1/7/2059. (SD1)

RELATING TO LAW ENFORCEMENT CAMERAS.

Establishes requirements for body-worn cameras for law enforcement officers. Establishes policy guidelines for the use and discontinuance of use of body-worn cameras by law enforcement officers. Establishes certain restrictions on the use of body-worn cameras by on-duty law enforcement officers. Adds retention and deletion requirements for body-worn camera footage. Prohibits certain uses of body-worn camera video footage. Establishes violations of recording and retention requirements. Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county. Requires the county police departments to report costs of implementing and maintaining the body-worn camera program to the legislature. Takes effect on 1/7/2059. (SD2)

RELATING TO MOPEDS.

Prohibits the owner of a moped or a moped dealer or repair shop from modifying a moped, including removing a speed limiter, to increase the top speed and horsepower. Makes current fine applicable to moped owners. Increases penalty to a petty misdemeanor fine for a moped dealer or repair shop. Clarifies a moped dealer or repair shop will not be fined unless the dealer or shop is the entity that makes the modification. (SD1)

RELATING TO TAXATION.

Creates a 50% tax credit to a maximum of $250,000 for costs involved in projects that provide housing for low-income and very-low-income residents.

RELATING TO TAXATION.

Allows counties that established a surcharge on state tax prior to 7/1/2015 to extend the surcharge on state tax indefinitely. Extends the deadline for counties that did not establish a surcharge on state tax prior to 7/1/2015 to adopt an ordinance on or after 7/1/2017 and before 7/1/2018 to levy the surcharge on or after 1/1/2018. Allows counties with a population over 500,000 to use the surcharge for operating and maintenance costs of a locally preferred alternative for a mass transit project.
